The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is seeking a highly qualified candidate for the position of Manager IV. This position reports directly to the Director of the Office of Aging and Disability Resource Centers (OADRC). It involves senior-level program management to support Texas's 28 Aging and Disability Resource Centers (ADRCs).
The OADRC Program Manager performs highly advanced (senior-level) managerial and consultative work overseeing the operations, policies, and strategic direction of the OADRC's program, policy, and grants functions. This position manages a multidisciplinary team responsible for administering and supporting Texas's 28 ADRCs. It ensures compliance with state and federal requirements, agency standards, and grant obligations.
Working under minimal supervision with extensive latitude for the use of initiative, discretion, and independent judgment, the OADRC Program Manager develops program strategies; interprets and implements complex statutes, rules, and policies; oversees large-scale programs and grants; and provides high-level guidance to internal leadership, external partners, legislators, and executive stakeholders. The position attends work on a regular and predictable schedule and may be eligible for telework in accordance with agency policy.
Program Leadership & Staff Management - 25%
Provides advanced managerial direction and oversight for the OADRC program, policy, and grants functions, exercising delegated authority over planning, staffing, and operations. Establishes strategic priorities, long-range goals, and performance expectations to support statewide service delivery. Directs and evaluates professional staff and supervisors, assigns and reviews complex work products, and ensures alignment with agency objectives. Provides managerial oversight of program staff reviewing and approving invoices and expenditures to ensure fiscal integrity, accountability, and alignment with grant requirements and approved budgets.
Collaborates with contracts and finance management staff to address financial issues, trends, and risks identified during these reviews.
The position is responsible for workforce planning, staff selection, training, coaching, and performance management, as well as overseeing human resources functions for direct reports. Leads the planning, organization, monitoring, and reporting of multifaceted initiatives and ensures the quality and accuracy of high-level reports, analyses, policies, correspondence, and presentations provided to agency leadership and external stakeholders.
Program & Policy Development - 20%
Directs the development, implementation, and evaluation of program rules, policies, procedures, and operational guidance governing ADRC services. Oversees the preparation and submission of complex grant applications, budgets, performance measures, and mandatory reports, ensuring compliance with state and federal requirements. Evaluates the effectiveness, efficiency, and outcomes of policies, grants, and program operations, identifies systemic issues or risks, and recommends programmatic and policy changes to leadership to improve service delivery and program performance.
Compliance, Consultation & Technical Assistance - 20%
Ensures statewide compliance with governing statutes, grant conditions, and HHSC policies through oversight, monitoring, and, as needed, corrective action.
