Manager of Safety - Rail Proposed Business

• In-depth understanding of the structure and deployment of effective Safety Management Systems across operational environments.
• Comprehensive knowledge of complex operational organizations where safety risks are inherent, with a proven ability to manage and mitigate these risks while maintaining productivity.
• Strong analytical and diagnostic skills, with a demonstrated ability to design and oversee the implementation of robust, high-impact improvement plans.
• Exceptional written, verbal, and presentation skills, with the ability to clearly communicate complex information to diverse audiences.
• Proven ability to influence and shape organizational culture through systemic, strategic, and sustainable approaches.
• Skilled in representing Keolis with credibility and authority to regulatory bodies, clients, and senior stakeholders.

• A minimum of 10 years of experience in a transit system of similar scope, including strong management skills, education, and professional training.
• Preferred experience in administering relevant regulations, including but not limited to FRA, FTA, OSHA, and NTSB accident and incident investigation procedures and requirements.
• Extensive experience working within an effective Safety Management System, particularly in unionized environments and tightly regulated settings with operational safety risks.
• Must be fully dedicated and available to respond to operational needs at all times.

• Develop and coordinate the implementation of the organizational Safety, Security & Environment plan that enables the effective management of risks to produce “best in class” safety performance and full compliance with industry regulations.

• Oversee, develop, and manage all safety and safety-related training programs, ensuring compliance with FRA, DOT, and OSHA standards.
• Manage all safety and compliance programs within the organization.
• Establish policies, procedures, and processes to foster a safety-first organizational culture.
• Ensure data collection and analysis mechanisms are in place for identifying and prioritizing safety initiatives.

• Ensure adherence to obligations in the Operating Agreement, federal regulations, and Keolis policies.
• Coordinate effective corrective actions for hazardous conditions and practices.
• Maintain and improve the “Haz Com” program and related documentation.
• Manage internal and external audits, ensuring corrective actions are completed.
• Oversee the organization’s Drug & Alcohol testing regime.

• Provide strategic and tactical direction on safety, security, and environmental matters.
• Lead studies and research to monitor trends and incorporate relevant safety advancements into policies and training.
• Lead cross-organizational projects and represent the company to agencies like FRA, OSHA, and the Department of Labor.
