Job Description

The Texas Ethics Commission is hiring two attorneys to perform entry level to moderately complex attorney work administering and enforcing state ethics laws. The role involves investigating and processing sworn complaints, conducting discovery and hearings, and drafting and negotiating settlements.

Key Responsibilities
  • Process and investigate sworn complaint cases.
  • Conduct discovery, including requests for production, written questions, and applications for subpoenas.
  • Conduct or assist in administrative enforcement hearings before the Commissioners, including preliminary review hearings, pre‑hearing conferences, and formal hearings subject to the Administrative Procedure Act, Texas Rules of Evidence, and Texas Rules of Civil Procedure.
  • Draft and negotiate settlements with respondents and opposing counsel.
  • Assist in referring cases to criminal prosecutors.
  • Perform legal research and prepare legal memoranda, including briefs and motions.
  • Make presentations to the Commissioners, regulated groups, and the general public.
  • Research and analyze legislation, and communicate with or testify before members and staff of the Texas Legislature during legislative sessions.
  • Perform related work as assigned.

Qualifications
  • Minimum:
    Graduation from an accredited law school with a J.D. or L.L.B. degree.
  • Member in good standing with the State Bar of Texas.
  • Litigation and/or trial experience, including moot court or mock trial experience.
  • Experience in providing legal advice to government officials or the general public.
  • Knowledge of the laws under the jurisdiction of the Commission.
  • Experience in administrative law or regulatory enforcement.
  • Excellent legal research and writing skills.
  • Excellent interpersonal communication skills.
  • Ability to prepare briefs, conduct research, summarize findings, interpret and apply laws, use legal reference materials, and communicate effectively.
  • Ability to multi‑task and work independently under moderate supervision.
  • Ability to conduct contested hearings and/or present opinions before the Commission.
  • Ability to establish and maintain harmonious working relationships with co‑workers, agency staff, and external contacts.
  • Ability to work effectively in a professional team environment.
  • Strong public speaking skills.
  • Must be licensed to practice law in the state of Texas or actively seeking licensure.
