The Texas General Land Office is seeking an IT Procurement Specialist (Program Specialist IV) within the Information Technology Services Department of the agency. The IT Procurement Specialist performs highly complex (senior‑level) consultative services and technical assistance work for the ITS department. Work involves managing and coordinating program operations related to complex information technology systems and services, including planning, vendor coordination, compliance monitoring, reporting, and documentation.
Responsibilities include supporting procurement activities, monitoring resource usage, and ensuring program records and processes support effective service delivery. The role collaborates closely with ITS leadership, subject matter experts, and external partners to support execution of assigned programs; applies advanced program knowledge to analyze performance and identify risks; recommends operational improvements; and guides others in applying program procedures and requirements. This position works under limited supervision, with moderate latitude for initiative and independent judgment.

AboutThe Role
The IT Procurement Specialist performs highly complex senior‑level program support work focused on IT procurement coordination, software licensing, asset management, vendor administration, and operational process support. This role works closely with Information Technology staff, vendors, and internal stakeholders to ensure procurements, renewals, and asset tracking activities are accurate, compliant, and aligned with agency needs. In addition to coordinating purchasing and vendor activities, the position supports license and asset management processes, maintains documentation, and assists with improving operational workflows.

What Your Contributions To The GLO Will Be Program Operations & Service AdministrationCoordinates and performs complex program operations activities related to assigned information technology systems and services, including planning, execution, tracking, and administrative management of program resources, vendors, and service components.
Vendor, Procurement, & Contract Management SupportCollaborates with subject matter experts, Financial Management, and procurement partners to obtain quotes, evaluate vendor services, initiate requisitions, monitor contracts, track receipts, and support invoice review and approval processes.
Program Analysis, Reporting, & Information RequestsCollects, analyzes, and prepares detailed program data, reports, and documentation in response to internal and external information requests, including reporting related to contracts, purchasing, asset usage, and service performance.
Compliance Monitoring & Resource TrackingMonitors and reviews compliance with program policies, procedures, contracts, and licensing requirements; maintains databases of users, assets, and licenses; and monitors usage, allocation, and accuracy of program resources.
Stakeholder Liaison & Technical AssistanceServes as a liaison between staff, vendors, government entities, and other stakeholders by explaining program requirements, coordinating issue resolution, and providing consultative and technical assistance related to assigned programs.
