General Description
The Law Enforcement Division of the Office of the Attorney General (OAG) is seeking an IT Business Analyst whose work will involve advanced (senior‑level) business analysis. Employees at this level may fully perform highly complex business analysis work. The OAG is a dynamic state agency with over 4,000 employees throughout Texas. - IT BUSINESS ANALYST IV:
- Provide assistance to developers, systems analysts, or customers on system applications, software, and hardware; and provide production support to users of systems and applications, including on‑site support.
- Prepare budgetary cost estimates and develop project implementation proposals, documentation and scheduling; write technical specifications and requests for proposals.
- Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
- Coordinate with outside vendors and contractors to complete projects and service requests; and define, assign, and evaluate their work.
- Identify business needs and develop user requirements, workflows, and system analysis.
- Evaluate and identify continuous improvements to ensure that system or program implementations are efficient and effective.
- Develop training curricula and conduct formal training sessions covering assigned systems modules.
- Track and analyze business processes or results to clearly define and adopt product requirements, features, and enhancements.
- Perform related work as assigned.
- Maintain relevant knowledge necessary to perform essential job functions.
- Attend work regularly in compliance with the agreed–upon work schedule.
- Ensure security and confidentiality of sensitive and/or protected information.
- Comply with all agency policies and procedures, including those pertaining to ethics and integrity.
- IT BUSINESS ANALYST V:
- All of the above functions for an IT BUSINESS ANALYST IV, plus:
- Serves as the CJIS TAC and IT Coordinator. The CJIS TAC is the point of contact at the local agency with DPS for matters relating to CJIS information access. The TAC administers CJIS systems programs within the local agency and oversees the agency’s compliance with CJIS system policies.
- Responsible for ensuring agency compliance with policies and procedures of FBI CJIS Security Policy, CJIS system‑specific policy manuals, manage user accounts, ensure data quality of NCIC records, ensure agency policies regarding CJI are current, participate in FBI CJIS and DOJ audits, TACs are responsible for ensuring agency user accounts are current, CJIS Security Awareness Training (CSAT).
- Coordinate with OAG IT on Law Enforcement Division IT projects.
- Research, develop, launch, and manage IT related projects and products for the Law Enforcement Division.
- Education:
Graduation from an accredited college or university with a bachelor’s degree in computer science, information technology, business administration, criminal justice, or a related field. - Experience:
Three or more years of full‑time experience in business analysis, systems analysis, IT project management, or closely related fields, preferably in a government agency, law enforcement environment, or criminal justice setting. Experience managing IT projects related to implementing CJIS systems, or FBI/DOJ compliance audits is strongly preferred. Supervisory or team leadership experience is a plus. - Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
