Position: GLO - GLO - IT Program Specialist (Program Specialist IV)

The Texas General Land Office is seeking an IT Procurement Specialist (Program Specialist IV) within the Information Technology Services Department of the agency. The IT Procurement Specialist performs highly complex (senior-level) consultative services and technical assistance work for the Information Technology Services (ITS) department of the Texas General Land Office. Work involves managing and coordinating program operations related to complex information technology systems and services, including planning, vendor coordination, compliance monitoring, reporting, and documentation.

Responsibilities include supporting procurement activities, monitoring resource usage, and ensuring program records and processes support effective service delivery.

Work involves collaborating closely with ITS leadership, subject matter experts, and external partners to support execution of assigned programs; applying advanced program knowledge to analyze performance and identify risks; recommending operational improvements; and guiding others in applying program procedures and requirements.

Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. All levels in this job series are expected to perform work independently and may lead, coordinate, prioritize, or guide program activities or the work of others as part of assigned responsibilities, without formal supervisory authority.

the Role

The IT Procurement Specialist performs highly complex senior‑level program support work focused on IT procurement coordination, software licensing, asset management, vendor administration, and operational process support. This role works closely with Information Technology staff, vendors, and internal stakeholders to ensure procurements, renewals, and asset tracking activities are accurate, compliant, and aligned with agency needs.

In addition to coordinating purchasing and vendor activities, the position supports license and asset management processes, maintains documentation, and assists with improving operational workflows. The IT Procurement Specialist applies strong organizational and analytical skills to ensure timely processing, accurate records, and adherence to agency and state procurement requirements. Operating with moderate independence, this role contributes to process consistency, compliance, and effective business operations within the IT function.
