Under the manager’s direction of the Business Application Support unit, the IT Business Analyst III leads and participates in developing complex IT business requirements, stories, and other analysis activities throughout the IT Social Services Application (IT‑SSA) divisional areas. The role serves as unit lead for IT‑SSA Business Automation initiatives, documenting requirements, rules, and technical specifications; reviewing system designs; overseeing integration and user acceptance testing;
and driving continuous process improvement and quality assurance.
- Serve as unit lead for daily operations, coordinating customer‑related service requests, business requirements, and user story development (40%).
- Lead or participate in compliance assessments, quality policy reviews, and corrective action reporting (10%).
- Monitor internal and external Enterprise IT performance, develop policies and processes for service level analysis, and report findings (10%).
- Review and assess complex project documentation including requirements, design, risk, and quality plans (10%).
- Develop corrective action plans for non‑compliant projects (10%).
- Provide quality assurance consultation and oversight for projects, assignments, or initiatives (20%).
- Knowledge of Health and Human Services Enterprise Applications eligibility systems.
- Knowledge of quality assurance principles and best practices in large‑scale enterprise organizations.
- Knowledge of process improvement and continuous improvement initiatives.
- Knowledge of project management principles and Agile SDLC methodologies.
- Skill in analyzing and evaluating complex IT programs, policies, and issues.
- Skill in developing creative and workable solutions to complex problems.
- Excellent oral and written communication skills.
- Skill in coordinating and communicating with a wide range of stakeholders.
- Skill in preparing concise business requirements and technical specifications.
- Ability to work professionally with diverse stakeholders.
- Preferred education:
accredited four‑year college or university major in business, communications, or IT/computer sciences. - At least 2 years experience as a Business Analyst on the Business Application Support team.
- Minimum 4 years experience working with HHSC eligibility systems (SNAP, Medicaid, Medicaid for Elderly and Disabled, TANF, CHIP).
- Must be willing to work onsite in Austin, TX.
