Job DescriptionQualcomm is looking for a motivated, customer-oriented Program Manager/Agile Scrum Leader to join our team in Austin, TX to support our development team. The person should be competent in Agile Program Management concepts and apply it to the Software IP development process. This role will interact with a Hardware IP development team. An understanding of VLSI, ASIC design and basic hardware flow is valuable.
The Program Manager/Agile Scrum Leader will support multiple programs at the same time.
The ideal candidate has a large breadth of technical experience and leadership skills and enjoys being a part of a rapidly growing area with applications in Mobile, Automotive, Internet of Things, Wearables, Computing and XR/AR to name just a few. The ideal candidate would be able to leverage their engineering background to proactively lead a very talented engineering team in developing cutting‑edge intellectual property from conception to mass commercialization.

- Provide leadership in development & execution of an Agile, Scrum‑based development process, focused on delivering features on schedule and with high quality.
- Utilize Jira and the Structure plugin to effectively manage, plan, and report on project activities to benefit the project teams and management.
- Manage all Agile work across various functions, coordinating all deliverables to ensure on‑time delivery.
- Works closely with technology core teams, systems, software, and other leads and program managers to ensure successful and timely delivery of a quality product.
- Enable real‑time visibility on project schedules and KPIs to management with dashboards and reports.
- Establish and track leading indicators for execution health, enabling data‑driven decision‑making across program stakeholders.
- Participate in design reviews and coordinate or assure compliance to design or department checklists and procedures.
- Apply engineering judgment to evaluate tradeoffs, risks, scope adjustments, and resource planning.
- Support the adoption of processes by applying best practices and identifying and recommending process improvement opportunities within respective programs.
- Support compliance of processes by following best practices and procedures and providing observations for process improvement.
- Drive continuous improvement by analyzing team performance, execution patterns, and quality metrics.
- Coordinate and drive alignment across internal teams and partner organizations to deliver on strategic business goals.
- 5‑10 years of Program Management or related work experience.
- 5+ years working with Jira, Agile Program Management.
- 5+ years of experience with program management tools such as dashboards, Gantt charts, etc.
- 2+ years of experience working in a large, matrixed organization.
- Experience managing software products through the entire development life cycle.
- Self‑starter. Ability to manage, influence, and set the direction of multi‑faced, multi‑disciplined teams and programs independently with minimal supervision.
- Ability to articulate vision and influence decision‑making and outcomes both within internal and with external teams through exceptional communication skills.
Masters – Computer Science, Masters – Engineering
Work Experience3+ years of experience in a role requiring interaction with senior leadership (e.g., Director level and above).
Minimum Qualifications- Bachelor's degree in Engineering, Computer Science, or related field.
