Job Title:
Security Engineer (Only for local to Austin, TX)
Client:
Texas Health and Human Services Commission (HHSC)
Location:
Austin, TX — Hybrid (3 days remote / 2 days onsite — Mon & Thurs required)
Local Requirement:
Must currently reside within 50 miles of Austin, TX. No relocation.
Duration: 03/16/2026 through 08/31/2026 (up to 1000 hours, extension possible)
The Systems Analyst (Security Engineer — GRC focus) will lead security governance, compliance, and risk management activities with a strong emphasis on System Security & Privacy Plans (SSP/SSPP). This role ensures audit readiness, drives vulnerability remediation, and supports secure delivery of services across complex environments.
Key Responsibilities:- Lead end-to-end SSP/SSPP development, updates, and maintenance
- Manage POA&M and track remediation of compliance gaps
- Translate vulnerability and penetration testing findings into remediation actions
- Coordinate with application, infrastructure, and security teams for validation and evidence
- Oversee risk-based vulnerability management and prioritization
- Provide governance oversight for endpoint, web application, and cloud security controls
- Produce assessor‑ready documentation and audit artifacts
- Support continuous audit readiness and reduce repeat findings
- 12+ years in Security GRC, enterprise security, security architecture, vulnerability management, and cloud/hybrid security
- 10+ years owning SSP development end‑to‑end
- Experience with CMS MARS‑E v2.2 or comparable federal/state frameworks
- Strong experience with control documentation, audit evidence, and POA&M management
- Knowledge of NIST 800-53, NIST RMF, and privacy controls
- Experience translating technical risks into compliance remediation
- Knowledge of Secure SDLC and Dev Sec Ops
Skills:
- Experience in multi‑vendor / multi‑platform environments
- Track record of reducing audit findings and improving compliance maturity
- Mentoring or leadership in security governance
- Prior experience supporting HHSC or similar public sector environments
