Position OverviewOur client is seeking a Project Lead II to support the RULIS application within the Right of Way (ROW) division. This is a mid‑level technical leadership role (4–7 years of experience) requiring strong hands‑on application support experience, the ability to work independently, and close collaboration with business partners, vendors, and technical teams.
The ideal candidate brings experience supporting Java‑based enterprise applications
, troubleshooting SQL and performance issues
, and coordinating release, infrastructure, and security activities in a regulated or large‑scale enterprise environment.
- Manage and resolve operational support tickets for the RULIS application
- Act as the primary point of contact for business unit requests and production support
- Coordinate with vendors to troubleshoot database, performance, and batch processing issues
- Investigate extended nightly process runtimes and recommend optimizations
- Serve as a liaison between ROW business stakeholders, technical teams, and vendors
- Track and manage enhancement requests and align work with business priorities
- Collaborate with the ROW division on service improvement initiatives, steering committee discussions, and system performance metrics
- Lead or coordinate:
- Server migrations
- Firewall rule changes
- Penetration testing schedules
- CAB submissions
- Application deployments, hotfixes, and post‑deployment monitoring
- 4+ years of operational application support experience, including:
- Responding to and resolving support tickets with minimal supervision
- Prioritizing, escalating, documenting, and communicating issue status
- Working directly with business and technical stakeholders to drive resolution
- Serving as a primary support contact for business units
- 4+ years supporting Java‑based enterprise applications
- Working knowledge of relational databases:
- Oracle
- Microsoft SQL Server
- Experience troubleshooting SQL performance issues, including:
- Nightly batch or scheduled job runtimes
- Performance degradation analysis with vendors
- Experience with version control tools (Git Hub or similar)
- Familiarity with modern development productivity tools, including automated or AI‑assisted tools for development, testing, documentation, or analysis
- Experience translating business requirements into technical tasks
- Ability to track enhancements and align delivery with business priorities
- Experience preparing and managing:
- CAB documentation
- Release and deployment logistics
- Hotfixes and post‑deployment monitoring
- Experience leading or coordinating:
- Server migrations
- Firewall rule changes
- Penetration testing
- Application deployments and soft launches
- Job aids
- Training materials
- Operational procedures
- Excellent written and verbal communication skills with both technical and non‑technical audiences
- Experience supporting application modernization or technology refresh initiatives
- Familiarity with open‑source Java frameworks
- Experience working in Dev Ops or CI/CD environments
