Brief

Job Description:

Under the direction of the Public Health Portfolio Project Manager, the Business Analyst for Public Health performs advanced (senior-level) business analysis work. Responsibilities include gathering, developing, and documenting business/user requirements; reviewing, assessing, and developing business processes; aligning business needs with technology roadmaps and providing recommendations for Portfolio roadmap; identifying gaps in business processes and underlying technical solutions and translating them into future projects;

communicating processes as workflow diagrams; documenting processes and requirements. Works under minimal supervision with considerable latitude for initiative and independent judgment. This is a full-time position (40 hours/week). Some work outside regular hours and travel to other locations may be required. Performs other duties as assigned.

Essential Job Functions (EJFs)

EJF1 – 45%:
Analyze and document requirements using industry best practices on IT projects and DSHS requests; oversee development of business and user requirements to define and support strategy; assist in agency and IT strategic planning; manage Product and Project roadmaps; derive requirements from established processes and systems, identify gaps and improvements; develop functional and/or system requirements documentation; act as liaison between technical and non-technical customers;

coordinate with IT teams, customers, and stakeholders to set priorities; provide IT input on new technologies and security requirements.

EJF2 – 30%:
Oversee requirements management for Public Health Portfolio; lead high-level requirements meetings; develop Epics, Stories, and tasks; resolve conflicting requirements; research and document application, data, infrastructure, security, accessibility needs; collaborate with IT areas and PMO; act as Product Owner for Agile projects; support governance materials; review project deliverables and provide feedback.

EJF3 – 20%:
Analyze policies to determine impact on business processes; identify downstream dependencies and requirements from mandates and new policies; develop and deliver training sessions; create documentation and demos to assist customers and IT in transitions.

EJF4 – 5%:
Other duties, including participation in disaster response/COOP; may require alternate shift or location.
