• Experience in business analysis, including requirements elicitation and documentation. (10 years)

• Experience in creating clear, complete, and actionable requirements documentation (10 years)
• Experience in ensuring accuracy in documenting system functionality and regulatory requirements. (10 years)

• Experience with interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel (8 years)

• Elicit, analyze, and document clear, complete, and actionable business and system requirements using proven requirements elicitation techniques
• Translate government regulations, compliance frameworks, and organizational policies into functional specifications and system requirements
• Lead cross-functional teams and manage stakeholder relationships across all organizational levels, facilitating collaboration, resolving conflicts, and aligning diverse interests
• Apply Project Management Framework knowledge and 5+ years of project management experience to support delivery of large-scale IT initiatives
• Develop comprehensive requirements deliverables—including BRDs, FSDs, use cases, and solicitation/contract requirements—for complex management information systems
• Ensure accuracy and compliance in documenting system functionality, particularly in regulated environments, leveraging 5+ years of experience with government compliance frameworks
• Guide and mentor team members while managing concurrent work streams in large organizations, aligning requirements with IT operations and industry best practices
