The Senior Lead Business Analyst Specialist is an expert-level position responsible for leading business analysis efforts supporting the WIC MIS (Management Information System). This role works under the direction of the WIC Technology Administration Director and provides day-to-day leadership to assigned staff.

The Lead BA will plan, assess, document, and validate business and system requirements, perform gap analysis, and develop comprehensive project plans that support the WIC MOSAIC system. This position requires strong experience in business process reengineering, regulatory compliance, and large-scale IT systems.

The role operates with limited supervision and requires significant initiative, independent judgment, and leadership capabilities.

• Develop, manage, and implement the WIC MIS requirements documentation project plan.
• Review current MIS functionality and translate system capabilities into detailed business and technical requirements.
• Conduct comprehensive gap analysis comparing system documentation against federal, state, and program requirements.
• Lead business process reengineering initiatives and identify technology improvements.
• Coordinate requirements gathering sessions with technical and non-technical stakeholders.
• Track and report project milestones, risks, and issues; elevate as needed.
• Guide team members in analyzing complex technical and business processes.
• Obtain stakeholder sign-off on requirements, priorities, and deliverables.
• Prepare cost/benefit analysis, ROI analysis, and buy/build evaluations.
• Ensure clear, complete, and accurate documentation of system functionality and regulatory compliance requirements.
• Collaborate daily with project teams and leadership to monitor progress and ensure timely delivery.

• 10+ years of Business Analysis experience, including requirements elicitation and documentation.
• 10+ years of knowledge of Project Management frameworks.
• 10+ years of experience in large-scale IT operations and understanding of IT industry trends.
• 10+ years of experience defining functional specifications and technical requirements.
• 10+ years of experience creating clear, complete, and actionable requirements documentation.
• 10+ years of ability to ensure accuracy in documenting system functionality and regulatory requirements.
• Strong interpersonal and negotiation skills with ability to resolve conflicts and work across multiple stakeholder groups.
• Experience in business process mapping and reengineering.
• Ability to work independently with considerable initiative and judgment.

• 5+ years of experience working with government regulations or compliance frameworks.
• 5+ years of experience in project management.
• 5+ years of experience leading teams or work groups.
• 5+ years of experience interpreting policy and translating regulations into system requirements.
• Experience reviewing and translating current MIS functionality into documented requirements.
• 4-year degree in Business, Communications, Computer Science, MIS, or related field.
• 2+ years of experience gathering MIS requirements in large organizations.
• 2+ years of experience creating solicitation or contract requirements.
• PMI-PBA or IIBA CBAP certification preferred (1+ year exposure).
