Senior Business Analyst (Medicaid)

Contract role located in Austin, TX for Neos Consulting Group’s client. Candidates must be current Texas residents and will work remotely, 5 days a week. No phone or email outreach; please apply directly.

• Analyze program policies and procedures to assess impact on automated systems and functional areas.
• Review phase deliverables such as charters, requirements, design documents, test plans, and risk assessment plans.
• Act as liaison, providing consultation, documentation, and guidance on analysis, design, configuration, testing, and policy implementation.
• Develop, document, and revise system design procedures, test procedures, and quality standards.
• Identify and prioritize product backlog to ensure efficient use of resources.
• Create test plans that map back to business requirements or user stories.
• Participate in user acceptance testing and new functionality testing.
• Track, document, and report status of testing.
• Identify project risks and difficulties; design mitigation strategies.
• Develop training curriculum and conduct formal training sessions covering assigned system modules.
• Perform related work as assigned.

• 8+ years experience performing complex business analysis, writing technical documentation, and coordinating test plans.
• 8+ years experience reporting project status to management, including risks, issues, and key decisions.
• 8+ years experience identifying project risks, developing mitigation strategies, and implementing them.
• 8+ years experience in effective written and oral communication, documenting requirements, deliverables, test scenarios, and project status.
• 8+ years experience using business analysis skills to gather, validate, and document business requirements, translating into technical solutions.
• 8+ years experience reviewing and approving complex technical user and system requirements from vendors.
• 8+ years experience with Microsoft Office products (Teams, Word, Excel, Visio, PowerPoint).
• 8+ years experience coordinating and developing test plans/strategies, exit criteria, and test scenarios.
• 8+ years experience executing detailed test cases within complex software environments.
• 8+ years experience using testing management software.
• 8+ years experience with Agile software development methodology.
• 8+ years experience as a Business Analyst.
• 8+ years experience approving and prioritizing user stories based on stakeholder feedback and subject matter expertise.
• 8+ years experience with Medicaid management information systems and processes.
• 4+ years preferred knowledge of Texas Medicaid programs and PASRR.
• 2+ years preferred experience with the Long-Term Care Online Portal application.
