• Reviewing, analyzing, and evaluating business systems and user needs.
• Business process reengineering and mapping to improve efficiency.
• Preparing solution options, risk identification, and financial analyses (cost/benefit, ROI, buy/build).
• Writing detailed documentation of user needs, program functions, and system requirements.
• Serving as liaison between PASRR program staff, Product Owner, sprint teams, and stakeholders.
• Supporting SDLC activities including requirements gathering, design validation, UAT, and training.

• Complex business analysis & technical documentation.
• Reporting project status, risks, and key decisions to management.
• Risk identification and mitigation strategy development.
• Strong written/oral communication (requirements, deliverables, test scenarios, project status).
• Business analysis with end users to gather, validate, and document requirements.
• Reviewing/approving vendor‑written technical requirements.
• Microsoft Office Suite (Teams, Word, Excel, Visio, PowerPoint).
• Test plan/strategy development, execution of test cases, and use of test management software.
• Agile methodology experience.
• Prioritizing user stories based on stakeholder feedback.
• Medicaid management information systems and processes.

• 4+ years knowledge of Texas Medicaid programs and PASRR.
• 2+ years experience with the Long-Term Care Online Portal (LTCOP).
