About The Division

The Information Technology Division is seeking a supervisory professional to manage server and hybrid‑cloud administration services. The role requires knowledge of Cloud Platforms (AWS, AWS Outposts), Virtualization (VMware vSphere, vCenter, NSX, Nutanix), Operating Systems (Windows Server, RHEL, Amazon Linux), Container Platforms (Red Hat Open Shift, Kubernetes, Docker), Automation Tools (Terraform, Ansible, Power Shell, Bash), and Monitoring (AWS Cloud Watch, VMware vRealize, Grafana, Prometheus).

Work Hours:

8 AM to 5 PM, 40‑hour week, Monday–Friday, with occasional evening and weekend hours possible. Teleworking may be considered; candidates must be permanent residents of Texas and able to meet in‑office requirements.

Responsibilities
  • Provide operations management, architectural design, and systems analysis.
  • Design, implement, and manage hybrid cloud architectures spanning AWS public cloud, AWS Outposts, and on‑premises VMware vSphere environments.
  • Oversee multi‑platform operations including Windows Server, Linux distributions, and Red Hat Open Shift container platforms.
  • Develop and maintain cloud governance frameworks, security policies, and compliance standards.
  • Lead migration strategies from legacy systems to hybrid cloud solutions.
  • Ensure high availability, disaster recovery, and business continuity across all platforms.
  • Architect modifications and enhancements to support technical and business needs of the agency.
  • Analyze existing procedures for efficiency and effectiveness.
  • Lead and manage IT projects.
  • Stay informed on the latest developments in cloud platforms and applications.
  • Utilize agency ticketing system to log and track problems and work requests.
  • Supervise and guide section employees, monitor performance, and conduct evaluations.
  • Provide mentorship and serve as a role model for employees.
  • Ensure professional development through training, job rotations, and special assignments.
  • Oversee personnel management activities including hiring, recognition, and disciplinary actions.
  • Distribute and balance workloads according to agency priorities.
  • Guide employees on specific tasks and provide necessary instruction and materials.
  • Ensure adherence to agency, division, and section policies and procedures.
  • Enforce change management processes and maintain documentation for system implementation and troubleshooting.
  • Track employee statistics and provide timely feedback through progress reporting.
  • Develop and evaluate budget requests; act as section Contract Manager.
  • Support procurement document development and vendor evaluation.
  • Establish service levels for contract monitoring and evaluate vendor performance.
  • Plan and submit budget requests and justifications for capital and non‑capital expenditures.
  • Implement comprehensive cloud cost management and optimization strategies.
  • Establish cost visibility, accountability, and governance across all cloud platforms.
  • Develop and monitor cloud budgets, forecasting, and financial reporting mechanisms.
  • Drive cost optimization initiatives including rightsizing, reserved instances, and resource tagging.
  • Perform other duties as assigned.
Qualifications

Minimum Qualifications
  • Bachelor's degree.
  • Eight (8) years of progressive IT infrastructure management and support experience.
  • Three (3) years of cloud infrastructure management experience, including hybrid environments.
  • Three (3) years of team management experience with technical professionals.
Preferred Qualifications
  • Bachelor's degree in information systems, computer science, or related field.
