We are seeking an experienced Senior Business Data Analyst to support a high‑visibility initiative focused on enhancing enterprise systems, data workflows, and business processes. This role requires an analytical, detail‑oriented professional who excels at translating complex business needs into clear, actionable requirements.

The Senior Business Data Analyst will evaluate current business processes, system capabilities, and data flows to identify gaps and improvement opportunities. You will be responsible for gathering requirements, performing detailed data analysis, producing high‑quality documentation, and partnering closely with cross‑functional teams including business stakeholders, product owners, development teams, and QA.

You will play a key role in defining Epics, User Stories, and acceptance criteria to support new system enhancements and drive alignment between business goals and technical solutions. Strong communication skills, structured thinking, and the ability to facilitate workshops and interviews are essential.

• Analyze existing systems, business processes, and data workflows to document current state and identify areas for optimization.
• Conduct interviews and workshops with business and technical teams to gather requirements and validate understanding.
• Translate business needs into Epics, User Stories, and detailed acceptance criteria for development and QA teams.
• Prepare comprehensive documentation including BRDs, data dictionaries, data mappings, and process flows.
• Review system capabilities, constraints, and feasibility for requested changes or enhancements.
• Perform cost/benefit analysis and evaluate solution alternatives.
• Create visual data models, dashboards, and diagrams to communicate trends and findings.
• Lead data‑focused meetings and drive resolution on data‑related issues.
• Collaborate with stakeholders to ensure alignment between business objectives and system functionality.

• 8+ years hands‑on experience as a Business Data Analyst in IT environments.
• 8+ years analyzing complex data‑driven business processes and recommending actionable solutions.
• 8+ years designing or optimizing data workflows using modeling or mapping tools.
• 8+ years writing Epics, User Stories, and acceptance criteria.
• 8+ years designing and presenting visual data models or dashboards.
• 8+ years leading stakeholder meetings and documenting outcomes.

• Bachelor’s degree in Data Science, Computer Science, Business Analytics, or related field (or equivalent experience).
• 4+ years managing multiple concurrent data projects.
• 3+ years experience with eligibility rules for SNAP, Medicaid, TANF
  .
• 3+ years experience applying policy within an integrated eligibility case management system.
• 3+ years leading or coordinating JAD sessions.
