JOB DESCRIPTION:
• Manages daily Human Resources operations, including recruitment, compensation, benefits, wellness, leave administration, employee relations, and development.
• Supervises HR staff, assigns work, and oversees staff performance and development.
• Establishes goals, priorities, schedules, and performance standards for the HR section and evaluates achievement of objectives.
• Develops, interprets, and implements HR policies and procedures and ensures compliance with state and federal law.
• Plans and implements strategic HR initiatives, including workforce and succession planning, organizational development, and employee engagement efforts.
• Oversees recruitment strategies and ensures compliant, effective selection processes.
• Manages compensation and classification activities, salary actions, and job evaluations.
• Oversees CAPPS HR/Payroll functions, data integrity, reporting, and required recordkeeping.
• Develops and analyzes HR metrics and reports to support informed decision-making.
• Provides professional HR guidance to staff, supervisors, and executive management.
• Manages performance management processes, corrective actions, and performance improvement plans.
• Conducts or oversees employee relations activities, internal investigations, and disciplinary actions.
• Coordinates training and development programs based on identified workforce needs.
• Identifies and implements improvements to HR operations, processes, and compliance.
• Participates in executive leadership discussions and provides HR input on organizational issues.
• Supports legislative session activities, prepares analyses, and assists with bill impact assessments; provides testimony when needed.
• Coordinates HR risk-management activities, compliance reviews, and responses to oversight agencies.
• Serves as the agency liaison to ERS, CPA/CAPPS support, and other oversight entities.
• Coordinates onboarding and offboarding activities to support compliance and employee experience.
• Prepares and submits required HR reports to executive management and oversight agencies.
• Performs related work as assigned.

Qualifications:
GENERAL REQUIREMENTS:
Experience and Training:
Minimum ten (10) years of experience in related human resources work required.
Experience with the State of Texas human resources policies and practices and CAPPS HR/Payroll strongly preferred.
Education:
Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, or related field, or equivalent experience.
KNOWLEDGE,
SKILLS AND ABILITIES
:
- Extensive knowledge of principles and practices of human resources management.
- Knowledge of federal, state and local laws and regulations related to human resources and compensation.
- Ability to evaluate job applications and job requirements, and to conduct interviews.
- Ability to explain policies and procedures to staff and the public.
- Ability to train, delegate duties, monitor, and evaluate the work of others.
- Proficiency with database, word processing, and spreadsheet programs.
- Excellent written and verbal communication skills.
- Ability to meet time deadlines, handle multiple tasks, and work independently under minimal supervision.
