Regulatory Compliance Specialist, Talent Manager
Overview
General Description:
Serves as a vital member of the Human Resources Department of the Texas Veterans Commission, a mid-size agency; and performs complex functions for the agency. Work involves ensuring compliance with state and federal laws and regulations and assisting in the functional areas of Family Medical Leave Act (FMLA), ADA Accommodations, Special Leave categories such as Sick Leave Pool/Family Leave Pool, and employee wellness programs.
Job requires tact, diplomacy, discretion, and planning to accomplish work assignments efficiently and effectively. Must be able to perform multiple tasks concurrently with a high degree of accuracy and attention to detail. Must possess exceptional organizational skills, communication skills, and efficient and effective time management skills. Must be able to work with little supervision.

Essential Duties and Responsibilities• Receive, review, and process employee FMLA requests in accordance with federal law and agency policy.
• Determine eligibility, track leave usage, and issue required notices within mandated time frames.
• Maintain confidential medical documentation and ensure compliance with HIPAA and privacy requirements.
• Serve as the primary point of contact for employees and supervisors regarding FMLA rights, processes, and responsibilities.
• Monitor leave timelines, extensions, recertifications, and return-to-work documentation.
- Manage requests for reasonable workplace accommodations under ADA/ADAAA.
- Track accommodation requests, approvals, modifications, and expirations.
- Provide guidance to leadership on compliance obligations and best practices.
• Maintain and administer agency leave pool programs in accordance with statute and internal procedures.
• Review eligibility for donations and participation and ensure required medical documentation is verified.
• Track leave balances, approvals, and usage; maintain accurate records for audit and reporting.
• Coordinate employee wellness incentive programs and annual assessments.
• Receive, review, and validate health assessment and physical exam paperwork for eligibility.
• Award incentive leave or other program benefits based on completion of required activities.
• Promote wellness initiatives and communicate program timelines, requirements, and resources.
• Provide training or informational sessions for employees and supervisors on relevant policies and programs.
• Recommend policy updates and process improvements to enhance efficiency and legal compliance.
• Perform additional duties as assigned.

Minimum Education• High School Diploma/GED and six (6) years related experience, OR
• Associate degree and four (4) years related experience, OR
• Bachelor’s, Master’s, or Doctoral degree and two (2) years related experience.

Related ExperienceExperience in a Human Resource Specialist field.
Additional RequirementsA valid Texas Driver’s License must be provided within 90 days of hire.
Preferred Experience and Qualification• Experience with processing FMLA actions in accordance with Department of Labor’s Wage and Hour Division (WHD)
• Experience handling state-specific programs for Sick Leave Pool/Family Leave Pool
• Experience reviewing and processing ADA Accommodation requests
• Documented experience with Adobe Acrobat and Excel
Knowledge,Skills and Abilities
• Strong understanding of the Family and Medical Leave Act (FMLA) requirements and regulations
• Working knowledge of ADA, workers’ compensation, state leave laws, and related HR compliance
• Understanding of HIPAA privacy rules as they relate to medical information
• Understanding of benefits coordination, including short/long-term disability
