Job Description:
The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Grants Advisor position within Office of Rural Hospital Finance in the Provider Finance Department of the Office of the Chief Financial Officer. This position will be part of an innovative state-funded grant program targeting rural hospitals. This position joins a team that makes a positive impact on the operations of rural hospitals and their ability to provide health care services to rural Texas communities.
The Rural Hospital Grants Advisor will be responsible for performing advanced (senior-level) administrative program work related to rural hospital grant programs. Work involves preparing, maintaining, and reporting of grants; monitoring grant awards and grant expenditures, and performs a variety of technical, training, research, planning, and policy activities that benefit grantees. Work involves coordination, maintenance, and reporting for General Revenue-funded rural hospital grant program(s);
monitoring grant awards; and serving as a liaison between grantees and HHSC. Works under minimal supervision, with some latitude for the use of initiative and independent judgment. Work involves managing multiple complex projects to ensure deadlines are met and compiles reports for federal, state, and community stakeholders, and state leaders.
Work includes assisting with the procurement and other distribution processes for distributing grant funding to qualified entities and working with grantees and contractors to ensure applicable federal and state regulations and guidelines are followed.
Work includes communicating complex information to internal and external stakeholders to provide, verify information, answer inquiries, address issues or resolve problems or concerns and providing consultation and technical assistance to grant program recipients to ensure grant compliance and achievement of grant objectives.
Work includes organizing and managing meetings and initiatives; performing cross-divisional coordination and project management; tracking milestones.

- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- Coordinates program activities related to grant development, fund allocation, contract development, and oversight of rural hospital grant programs. Reviews and drafts forms, procurement document language, contract language, reporting requirements, scopes of work, and allocation plans for eligible entities to receive grant funding. Assists and liaises with other HHSC teams involved in the procurement, payment, contractual, and legal requirements for distributing and monitoring grant funding distribution for qualified entities.
