Job Description

Under the general direction of the Manager for the Tobacco, Asthma, and Cancer (TAC) Branch in the Health Promotion and Chronic Disease Prevention Section, serves as the Asthma Control Partnership and Outreach Coordinator (Program Specialist V) of the Texas Asthma Control Program (TACP). This position performs advanced (senior-level) consultative and technical assistance work, including planning, development, and implementation of TACP activities.

Coordinates, supports, and facilitates the statewide asthma control coalition, the Texas Asthma Control Collaborative (TACC), and its work groups to implement the Strategic Plan for Asthma Control in Texas. Responsible for federal grant deliverables and activities related to TACC, partnerships, and communications, including program implementation and cross collaboration with other TACP efforts. Assists in federal grant writing, work plan development and monitoring, reporting, and drafting progress reports.

Serves as a subject matter expert on asthma, strategic partnerships and outreach, and policy, system, and environmental change efforts. Provides guidance and technical assistance to internal and external stakeholders, including TACP staff, TAC Branch staff, other Health Promotion and Chronic Disease Prevention Section programs, and partner organizations. Participates in statewide, regional, and/or local coalitions to support the implementation of evidence-based asthma control interventions and related conditions and risk factors.

Develops program materials, reports, briefings, and other documents and ensures compliance with Health Promotion and Chronic Disease Prevention Section and Community Health Improvement Division policy. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Due to the work of the TAC Branch, the person filling this position must not use tobacco products (combustible or non‑combustible), including e‑cigarettes/electronic nicotine delivery devices.

Job Functions (EJFs)

(30%) Coordinates, supports, and facilitates the statewide asthma control coalition, the TACC, and its work groups to implement the Strategic Plan for Asthma Control in Texas. Plans and convenes TACC meetings with input from the TAC Branch Manager and TACP Team Lead. In collaboration with the TACP Team Lead, plans and facilitates TACC work group meetings. Serves as the main TACP point of contact for and liaison to the TACC.

Identifies new opportunities for partnership development and engagement to build TACC membership. Ensures TACC activities align with the Strategic Plan for Asthma Control in Texas and TACP federal grant and are completed timely. Plans, drafts, and distributes the quarterly TACC newsletter.
