Position Summary

Texicare is seeking a Senior Product Development Manager focused on health plan product development and benefit design. The ideal candidate will have experience with launching health plan products and benefits. You will support the Director of Benefits & Product Development in designing, launching, and optimizing Texicare’s health plans for the Texas market. This includes product development, benefit design, regulatory readiness, cross‑functional coordination, and ongoing product performance monitoring across the full plan lifecycle.

Job Functions In this role, you will:
  • Lead product initiatives for health plan development, including concept validation, innovation pilots, benefit design changes, launch planning, and renewals.
  • Build and manage project plans, timelines, and dashboards that track progress and drive accountability across teams.
  • Manage cross‑functional alignment and operational readiness activities related to plan design, regulatory updates, market expansion, and product innovation.
  • Monitor plan performance and operational health, identifying trends and opportunities for optimization or innovation.
  • Gather and synthesize insights from market research, competitive analysis, brokers, members, and internal teams to inform health plan strategy and benefit enhancements.
  • Support go‑to‑market planning and deliver trainings on new and updated health plan products.
  • Provide clear, proactive communication to leadership and stakeholders to ensure transparency, alignment, and timely decision‑making.
To be successful in this role, you must have:
  • A bachelor’s degree or any equivalent combination of education, training, and experience.
  • At least 4 years of program or project management experience, preferably within a health plan, benefits administration, managed care organization, or related healthcare environment or any equivalent combination of education, training, and experience.
  • Strong communication skills, including confidence presenting to stakeholders, facilitating discussions, and leading trainings.
  • Excellent organizational skills and the ability to manage multiple initiatives, timelines, and cross‑functional partners simultaneously.
  • Proven ability to collaborate effectively across diverse teams and drive alignment on complex initiatives.
  • Analytical thinking with the ability to translate insights into actionable product improvements and innovations.
  • A proactive, member‑centered approach with passion for advancing health plan product strategy and enhancing member experience.
It would be great if you have:
  • Experience working with self‑funded, level‑funded, or fully insured health plans.
  • Familiarity with health plan product & benefit design, plan filings, SBC/Benefit Summary development, or regulatory compliance.
  • Experience partnering with actuarial, underwriting, network, clinical, and operations teams within a health plan or TPA.
  • Knowledge of competitive dynamics in the Texas health insurance market.
  • Experience supporting annual plan renewals, benefit updates, or market expansions.
  • Proficiency with project management and analytics tools (e.g., Smart Sheet, Tableau, Excel, etc).
  • Demonstrated ability to lead without authority and drive alignment across diverse stakeholders.

Location

Texicare offers a flex‑hybrid environment centered around collaboration and connection. All employees must reside in Texas. Team members living in the Austin area are expected to work from our office at least two days per week. Those based outside the greater Austin area may work remotely within Texas, with occasional travel to Austin as needed.
