Position: PUCT, Internal Auditor (Internal Auditor V)

Overview

The Public Utility Commission of Texas (PUCT) is recruiting for an Internal Auditor. The Internal Auditor conducts financial, compliance, operational, and information technology audits of agency programs and operations. This role evaluates internal controls, assesses risk, reviews processes to ensure reliability and integrity of information, safeguards assets, and ensures compliance with applicable laws, regulations, and professional auditing standards. The Internal Auditor prepares and presents audit findings and recommendations to agency management and the Commission, collaborates with stakeholders to develop corrective action plans, and supports agency-wide risk assessment and audit planning activities.

Responsibilities
  • Conduct financial, compliance, operational, and information technology audits of agency programs and operations.
  • Evaluate internal controls, assess risk, and review processes to ensure reliability and integrity of information and safeguard assets.
  • Ensure compliance with applicable laws, regulations, and professional auditing standards.
  • Prepare and present audit findings and recommendations to agency management and the Commission.
  • Collaborate with stakeholders to develop corrective action plans.
  • Support agency-wide risk assessment and audit planning activities.
  • Contribute to strengthening governance, risk management, and internal control processes across the agency.
Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, mathematics, computer science, or a related field.
  • Five years of auditing experience, including financial, compliance, operational, or information technology audits.
  • Three years of internal audit experience for a state agency.
  • Certification in one of the following: CPA, CISA, CIA, CFE, or CGAP.
  • Minimum of three years’ experience using Team Mate+.
Preferred Qualifications
  • Three or more years coordinating external oversight and audit activities.
  • Three or more years conducting IT audits or IT services.
  • Experience conducting agency-wide annual risk assessments.
  • Experience as an auditor or internal auditor with a Texas state agency.
Work Schedule

The PUCT operates on a standard schedule:
Monday through Friday, 8:00 a.m. – 5:00 p.m. Applicants may request an alternative schedule per policy. Telecommuting is at management’s discretion based on business needs. New hires may telecommute up to one day per week after 30 days, and up to two days per week after 90 days, with supervisor approval. More frequent office presence may be required for training or performance reasons.

Internal Applicant Eligibility Requirements
  • New hires must complete a six-month probationary period and have a satisfactory performance review before applying for other positions within the PUCT.
  • Transfers require at least six months in the new role and a satisfactory performance review before applying for another position.
  • Employees cannot apply for positions within their current classification series unless applying for supervisory roles within the same classification series; advancement is through the promotional process based on performance.
