Position Overview

Performs highly-advanced professional, administrative, and/or consultative work in support of IT programs or projects. Organize and establish objectives, guidelines, procedures, schedules, priorities, and/or methods for achieving program or project goals. Work requires extensive contact with department management, and external government agencies or organizations. Employees at this level establish their own work plan and priorities to meet set objectives. This position has latitude for independent judgement.

Essential

Duties
  • Oversees planning, preparation and coordination of special meetings, workshops and conferences.
  • Identifies and assesses the need for new programs or projects.
  • Oversees and monitors the progress of current program initiatives or projects; evaluates pending program initiatives and projects for planning purposes; and consults and advises personnel and external contacts in policies and procedural requirements.
  • Represents the Department and participates on interagency groups, technical committees or special task force groups.
  • Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities and/or the public.
  • Manages the CIO calendar, ensuring effective scheduling and coordination of appointments, meetings, and events.
  • Leads the planning and execution of special events, overseeing logistics and collaborating with internal and external stakeholders.
  • Coordinates external guests for special meetings, facilitating communication and ensuring a seamless experience.
  • Builds and maintains long‑term relationships with IT stakeholders and customers to support department objectives.
  • Consults and advises personnel and external contacts on policies and procedural requirements related to program initiatives and projects.
  • Performs other job responsibilities as assigned.
Minimum Qualifications

Education: Bachelor's Degree in business administration, public administration, or a related discipline. Relevant experience may be substituted for education on a year‑per‑year basis.

Experience: 5 years of experience in business analysis, project or program administration, or related experience. (Experience can be satisfied by full‑time or prorated part‑time equivalent). Related graduate‑level education may be substituted for experience on a year‑per‑year basis.

Licenses and

Certifications:

Valid driver’s license. This position requires driving a state vehicle.

  • Program/project planning, development, and management methodologies.
  • Meeting deadlines.
  • Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.
  • Prioritizing and organizing work assignments.
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines.
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers.
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.
Physical Requirements and Working Conditions
  • Light work:
    Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
  • Sitting – prolonged periods of time.
  • Standing – prolonged periods of time.
  • Talking – expressing or exchanging ideas by spoken words.
  • Close visual acuity – work includes data/figures; view a computer screen; extensive reading.
