Job Description

Works under limited direction of the Operations and Business Services (OBS) Unit Grants Team Supervisor within the Division for Regional and Local Health Operations (RLHO) with considerable latitude for the use of initiative and independent judgment. Coordinates with grantees and contractors on programmatic activities. Produces grant applications and progress reports, participates in requests for proposals that obtain federal funding, and works with RLHO staff to make state and federal funding available to RLHO organizations and other agencies.

Initiates program activities to evaluate grants, budgets, and program expenditure data as well as progress on programmatic objectives, to ensure optimum program implementation. Assists in cross-division and interagency coordination of programmatic activities for grants received or administered by RLHO Division.

Essential Job Functions (EJFs)

Assists the Grants Team Supervisor with preparing, submitting, and tracking RLHO Division grant applications/proposals, including the PHIG and other requests for proposals/applications. Develops written objectives and work plans; statements of need; evaluation plans; implementation plans; budget justifications; and supporting documentation for federal grant applications, and ensures timely and accurate completion and submission of work products.

Creates, implements, and improves processes to obtain program information required in grant applications. Obtains and analyzes project costs and prepares budget justifications and budget revisions that meet federal, state and agency guidelines, for multi‑million dollar grant applications that provide funding for statewide programs as well as for smaller, project‑specific grants. Coordinates with DSHS Funds Coordination and Management Branch (FCMB), Division management, program areas, and other divisions and agencies for development and redirection of funds.

Serves as subject matter expert on grants that provide funding to the Division, including the Public Health Infrastructure grant (PHIG). Provides consultative services and technical assistance to DSHS Public Health Regions, Local Health Entity (LHE) contractors, and DSHS program staff in RLHO and other divisions to assist with the completion of budget assignments, meeting DSHS and federal deadlines, obtaining programmatic and departmental approvals, developing project narratives, workplans, and budgets for grants and cooperative agreements, and understanding approved funding.

Coordinates the development of programmatic scopes of work for grant contracts, including contracts awarded to sub‑recipients. Documents and develops contract and grant processes and procedures and trains other staff as needed.
