Serves as Lead Worker for the PEPS Center of Employee Engagement, monitoring progress, financial expenditures, allocations, and inspecting final results. Acts as the main point of contact for contracts and related issues and reports to the Deputy Division Director. Requires extensive contact with governmental and private entities and holds direct accountability for the work product.
Essential Duties- Provides technical training and serves as a resource for complex questions; approves leave requests to ensure operations coverage; presents workflow updates.
- Develops and monitors the section/branch budget.
- Develops methodologies, rules and procedures.
- Ensures compliance with laws, regulations, policies and procedures pertaining to the functional area.
- Coordinates training of new professional and/or technical contract staff.
- Facilitates analysis, oversees interpretation of legislation, statutes, federal regulations, and develops policies to ensure compliance.
- Conducts site visits to virtual staff work locations to oversee quality control processes.
- Makes presentations at local, state and federal levels.
- Provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
- Oversees studies or surveys to assess program outcomes and identify cost savings.
- Provides technical and administrative support, including reviewing, processing, answering questions, handling complaints and resolving discrepancies regarding contracts, billing, payment, and warrants.
- Performs other job responsibilities as assigned.
- Education: Bachelor’s Degree in business administration, finance, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis.
- Experience: 7 years contract administration, contract management, contract development, or related experience. Graduate level education may be substituted for experience on a year per year basis.
- Licenses and
Certifications:
Valid driver’s license required; driving a state vehicle.
- Certification as Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD) per Texas Administrative Code or obtained within one year of hire.

- Developing and giving presentations
- Developing, interpreting, and implementing policies, procedures, and technical information

- Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions
- Persuasion and negotiation of critical issues
- Analyzing and organizing business and technical data
- Exercises logic and reasoning to define problems, establish facts, and draw valid conclusions; makes decisions that support business objectives and goals.
- Sedentary work:
Lift up to 10 lbs at a time and occasionally carry files/small tools. - Close Visual Acuity work includes data/figures; view a computer screen; extensive reading.
