About The Division

Join the Contract Administration & Procurement division as a Contract Administration Professional! Work involves the administration of procurement contracts by defining and reviewing requirements and managing and monitoring procurements and related contracts. Work involves contributing to the establishment of goals and objectives, developing guidelines, procedures, policies, training, rules, and regulations for the agency. Maintains data, monitors agency procurement and contract management systems including the agency system of record (CAPPS) as well as other key supplemental systems such as the Contract Repository (in SharePoint) and the supplemental Planning, Procurement, and Contract Management System (in Salesforce).

Monday through Friday, 40 hours a week with occasional evenings, weekend hours and holidays. Hours may change based on business need.

Qualifications

Minimum Qualifications
  • Bachelor’s degree.
  • 4 years of experience with contract management.
  • 4 years of experience with contract monitoring and/or auditing.
  • 4 years of experience with complying with contractual, legislative, and regulatory requirements.
  • 4 years of experience with establishing and cultivating vendor relationships.
  • Experience with Microsoft Excel.
Preferred Qualifications
  • Experience with state project management, supply chain management, and procurement.
  • Experience in Texas state purchasing methods, processes, rules and requirements.
  • Experience in gathering requirements and specification development.
  • Experience with the Centralized Accounting Payroll/Personnel System (CAPPS) Customer Contracts and Purchasing/eProcurement modules.
  • Experience with contract issue resolution.
  • Experience creating policies and procedures.
  • Experience working with Salesforce database.
  • Experience working with SharePoint.
Substitutions
  • One additional year of experience with contract management work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
Licenses and Certifications
  • Certification as a Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) must be obtained within 6 months of employment.
