Position: Contract Specialist III-V: Local Government Office (Austin District)

Position Overview

This position performs highly complex contract duties, including developing, analyzing, evaluating, reviewing, processing, ensuring compliance, inspecting, implementing, and monitoring contracts. It requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet objectives, handling issues independently.

Essential Duties
  • Assists with contract negotiations.
  • Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing, and consultant qualifications.
  • Confers with legal staff and management on various legal matters.
  • Coordinates, reviews, processes, and monitors third‑party advanced funding agreements and supplemental agreements.
  • Ensures contracts are payable and meet all legal requirements.
  • Performs other job responsibilities as assigned.

This position requires driving a state vehicle.

Additional Essential Duties – Local Government Contract Specialist IV or V
  • Develops, writes, revises, and/or prepares complex contracts, amendments, procedures, forms, related documents, and provisions, including financial/statistical graphs and reports.
  • Negotiates contract renewals and amendments.
  • Maintains, updates, and compiles detailed data, reports, summaries, files, records, logs, statistics, or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
  • Meets with project managers to identify objectives, needs, and issues concerning project contracts.
Additional Essential Duties – Local Government Contract Specialist V
  • Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with contract terms and policies; recommends cancellation of contracts when deviations occur.
  • Researches state and federal statutes and opinions, department policies, and previous contracts.
  • Provides technical and administrative support, including reviewing, processing, answering questions, providing assistance, and handling complaints and resolutions regarding contracts, billing, payment, and warrant actions.
Minimum Qualifications

Education: Bachelor’s Degree in Business Administration, Finance, or a related field. Relevant work experience may be substituted for the degree on a one‑year per one‑year basis.

Experience:

  • Local Government Contract Specialist III – 3 years in contract administration, administrative support, bookkeeping, or accounting.
  • Local Government Contract Specialist IV – 4 years in contract administration, administrative support, bookkeeping, or accounting.
  • Local Government Contract Specialist V – 5 years in contract administration, administrative support, bookkeeping, or accounting.

(Experience can be satisfied by full‑time or prorated part‑time equivalent.)

Licenses and Certifications

Valid driver’s license. This position requires driving a state vehicle.

Preferred Licenses
  • Certified TX Contract Manager (CTCM)
  • Certified TX Contract Developer (CTCD)
Competencies

For Local Government Contract Specialist III, IV, and V:

  • Applicable computer operating systems and relevant applications
  • Contract record‑keeping
  • Contract development and oversight
  • Contract negotiation, development, and management methods
  • Applicable laws, rules, and regulations
  • Scheduling work assignments

Additional competencies for Local Government Contract Specialist IV and V:

  • Administrative support practices and procedures, including writing, editing and report writing techniques, recording meeting notes, record keeping, and records management

  • Persuasion and negotiation of critical issues
Physical Requirements and Working Conditions
  • Light work:
    Lift up to 20 lbs periodically and carry objects up to 10 lbs.
  • Repetitive motion:
    Substantial movements of the wrists, hands, and/or fingers.
  • Close visual acuity:
    Data and figures, computer screen, extensive reading.
