This position is a member of our Air Permits Division.
HERE’S WHAT YOU’LL BE DOINGReview highly advanced air permit applications (i.e., projects), ensuring high quality work and completing the required quantity of projects within established time frames. Conduct a comprehensive technical review for projects to include defining all sources of contaminants, determining appropriate federal and state requirements, drafting permit documents, and completing technical review summaries. Prepare public notice authorizations and complete associated tasks.
Lead and assist in technical training activities concerning federal operating permit related issues. Attend required training. Participate in division, section, and team meetings.
Provide quality customer service to applicants, agency staff, other state/federal agencies, elected officials, stakeholders, and the general public concerning the applicability of federal and state requirements for the permitting process and the technical completeness of projects.
Develop and maintain technical guidance packages and policy memos, coordinate streamlining activities, participate in work groups, and represent the division and agency at meetings, training sessions, presentations, etc. by providing highly advanced technical support.
Serve as a mentor for other permit reviewers on various projects.
KEY QUALIFICATIONS- Experience providing air regulatory training or presenting air regulatory information to groups.
- Experience peer reviewing permit reviewer’s work.
- Experience contributing to and participating in APD or agency teams.
- Experience preparing, and/or finalizing policy memos and/or guidance documents pertaining to air regulations.
A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus six years of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities.
Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.
OR
A master’s degree in the specified fields from an accredited college or university may substitute for one year of the required experience.
OR
A doctoral degree in the specified fields from an accredited college or university may substitute for two years of the required experience.
OR
One year of full-time experience at TCEQ as an Environmental Permit Specialist V.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
