Job Description
The Program Specialist V reports to the Security Specialist Manager within Administration and Business Operations and is responsible for implementing VSS Security Program priorities that affect both internal and external Vital Statistics Section (VSS) stakeholders and employees. The role involves planning, developing, coordinating, and implementing VSS security policies, procedures, safeguards, and audits to enhance data security, quality, and capacity. The Specialist works independently, with significant latitude for initiative, to conduct security audits of all VSS facilities and systems, and prepares and submits required reports.
EssentialJob Functions
• Disseminate and interpret security processes and policies to safeguard the statewide system of vital event registration and issuance.
• Plan, develop, coordinate, and report on the performance of VSS systems, operating processes, and policies, including stakeholder compliance and security audits.
• Lead projects that deliver measurable security improvements, including technical, training, research, and policy initiatives.
• Consult with contracted service providers and external stakeholders to resolve problems, identify training needs, and improve data collection security.
• Conduct analyses and prepare findings and recommendations, including surveys and reviews of compliance with certification requirements.
- Vital Statistics, identity documents, and associated security frameworks.
- Security strategies including policies, procedures, functions, and organizational structures.
- Practices and administrative procedures used to identify system vulnerabilities.
- Proficiency with Microsoft Office or equivalent software for analysis and reporting.
- Ability to handle multiple tasks under pressure, change priorities, and meet deadlines.
- Effective verbal and written communication with diverse groups.
- Independent judgment, time management, and task organization.
- Establishing and maintaining working relationships with stakeholders.
- Reading, interpreting, and preparing concise reports for management.
- Developing and delivering training to individuals or groups.

- Maintaining statistical and accounting records and producing data summaries.
- Handling confidential and sensitive issues appropriately.
- Graduation from an accredited four‑year college or university with major coursework in computer information systems, management information systems, public health, criminal justice, or a related field (degree preferred).
- Two years minimum experience designing and implementing security controls.
- Two years minimum experience in formal risk analysis and risk mitigation strategies.
- Minimum three (3) years of customer service experience or working with government clients and stakeholders resolving complex issues.
- Up to two years of education and experience may be substituted for one another.
- This position requires on‑site presence and daily attendance; occasional evening or weekend work may be required on a rotating basis.
