GENERAL DESCRIPTION

Performs advanced (senior-level) consultative services and technical assistance work. Work involves identifying, characterizing, and assessing critical infrastructure, which could require research, data collection, data management, data analysis, criticality assessments, security/vulnerability assessments, dependency/interdependency studies, and risk assessments. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES
  • Support the planning and production of programs/projects to identify, characterize, and assess critical infrastructure.
  • Research, compile, review, maintain, and analyze data sets relevant to critical infrastructure protection.
  • Research and develop nominations for the annual National Critical Infrastructure Prioritization Program Data Call.
  • Develop and deliver presentations on topics related to critical infrastructure data and assessments for conferences, workshops, trainings, etc.
  • Develop reports and provide consultative services to stakeholders summarizing assessment results.
  • Support other homeland security and critical infrastructure protection activities, including state-level disaster responses.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
  • GENERAL QUALIFICATIONS and REQUIREMENTS

    Education – Graduation from an accredited four-year college or university is required.

    Experience – Minimum of two (2) years of progressively responsible experience in intelligence, disaster preparedness, homeland security, critical infrastructure protection, security, or emergency management required. Experience working with large data sets preferred. Experience working with geographic information systems preferred. Experience conducting risk assessments and/or security assessments preferred.

    Substitution

    Note:

    1 year of education may be substituted for each year of experience required, up to 3 years.

    Note:

    30 semester hours will be considered equivalent to 1 year of education.

    Licensure and/or Certification – Must be able to qualify for a U.S. Government Secret security clearance. If driving is required, must possess a valid driver license from state of residence.

    Critical Organizational Infrastructure Requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.

    Regulatory Knowledge – Working knowledge of the national guidance for homeland security and critical infrastructure protection. Working knowledge of GIS, risk assessments, or security assessments. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
