Program Specialist IV (Program Specialist)

This position performs highly complex (senior-level) consultative services and technical assistance work for the DWC Fraud section. Work involves planning, developing and implementing major agency programs and providing consultative services and technical assistance to program staff, government agencies, community organizations or the general public. May provide guidance to others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

This

position:
  • Provides direct support for investigations related to workers’ compensation fraud and white-collar crimes, focusing on business transactions by organizing and maintaining detailed files, ensuring accuracy and completeness of all records.
  • Prepares and manages case documentation by compiling, organizing and formatting materials in response to internal and external requests.
  • Monitors compliance by conducting comprehensive reviews of program activities to assess effectiveness, efficiency and alignment with organizational goals.
  • Reviews program area functions and operations, identifies areas needing change, and develops plans to improve programs or to address areas of concern.
  • Serves as the technology lead, supporting investigative efforts, developing training and technology initiatives to enhance efficiency and productivity.
  • Assists and collaborates with staff on developing program policies, procedures, and manuals in accordance with program objectives.
  • Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures.
  • Travel is required up to 10% of the time. If travel is over 10%, you must maintain a state of Texas Driver’s License.
  • Performs other duties as assigned.
This position requires
  • Graduation from an accredited four-year college or university with a degree in business administration or related field.
  • Four years’ experience in office administration. Experience including coordination, development, organization and implementation of business processes.
  • Regular work attendance.
  • Education and experience relevant to the position may be substituted for one another on year-for-year basis.
Knowledge and skills
  • State laws, rules, procedures, and regulations relevant to job requirements, such as the Texas Administrative Procedures Act, Public Information Act or the Open Meetings Act.
  • Government or administrative regulation, with an emphasis on criminal law or investigations.
  • Business terminology, spelling, punctuation, grammar and sentence structure.
  • Principles and practices of office administration and program management.
  • Plain language style of writing.
  • Criminal investigative processes.
  • Rules of Evidence.
Skills
