The License and Permit Specialist I in the Environmental and Sanitation Licensing Branch, Environmental Section performs routine to moderately complex journey level licensing and permitting work related to the certifying, licensing, permitting, registration of Individuals and Businesses in the Asbestos, Lead, Abusable Volatile Chemicals (AVC), Hazardous Consumer Products Registration (Haz Pro), Tattoo and Body Piercing (TBP), and Youth Camps (YC) Programs.

Performs entry-level to moderately complex data entry using the Regulatory Automation System and word processing functions using letter templates in MS Word. Works under general supervision with limited latitude for the use of initiative and independent judgment. Performs other duties not listed as assigned.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1. (30%) Initial Applications. Receive, review, and process initial online and paper applications for Asbestos, Lead, AVC, Haz Pro, TBP and YC Programs. Request and validate supporting documentation such as Certificates of Insurance, Training documentation, education transcripts, zoning verifications, emergency response plans, and Verifiable lists of Experience. Input demographics, contact history, apply remits, validate supporting documentation, and approve applications. Create and issue deficiency letters in accordance with agency rules when applications do not meet requirements for approval.

Monitor open applications in order to withdraw applications that have past the applications processing time frames and initiate compliance actions on those applications. Monitor deficient applications to ensure that application processing time is maintained and initiate compliance actions as necessary. Communicate verbally and in writing with applicants, licensees, other government agencies, other divisions and sections within DSHS and the public.

Provide customer service/help desk functions. Interpret and apply federal laws, state rules, and branch policies in the performance of duties. Provide customer service to agency staff, other agency staff, applicants, licensees, and the general public in a timely a courteous manner. Follow established policies for applications that do not meet approval standards. Ensure confidentiality of information based on department’s policies and procedures.

EJF 2. (40%) Renewal Applications. Receive, review, process, and create renewal online and paper applications for Asbestos, Lead, AVC, Haz Pro, TBP and YC Programs. Requests and validates supporting documentation such as Certificates of Insurance, Training Certificates, zoning verifications, Verifiable lists of Experience, and standard operating procedures. Input demographics, contact history, supporting documentation validation, and after-action reports into VERSA database. Applies remits, validates supporting documentation, and approves applications.
