General Description

The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and change in duties as needed. Under general direction, perform highly advanced (senior level) planning and coordinating Recovery programs for TDEM. Work involves coordinating and managing the Public Assistance program, Individual Assistance program, Recovery training and outreach programs, and managing and coordinating the recovery operations during active disasters.

This position will work with emergency and disaster survivors through a network of federal, state, and local government resources.

This position is at-will status and serves at the discretion of the head of the agency.

Essential

Job Duties & Responsibilities
  • Develop, revise, and implement the Division’s Recovery policies in collaboration with local, state, and federal agencies, organizations, private industry, military forces, volunteer organizations, and others.
  • Supervise staff and carry out the objectives of the Division; provide direct and indirect support, consultation, resources, and coordination services to consumers, partners, and constituents. By delegation, may perform some duties of the Division Chief during absences of that official.
  • Communicate and interact with representatives of other state agencies, federal agencies, and local governments to exchange information regarding the State’s Recovery program. Communicate and collaborate with members of the State Emergency Management Council.
  • Conduct program analysis, research studies, legislative assignments, and planning for recovery programs in Texas.
  • Monitor and evaluate policies and procedures and monitor compliance for the recovery programs in Texas.
  • Coordinate the preparation of disaster declarations and the preparation and revision of plans, procedures, and related documents required to maintain eligibility for federal Grants.
  • Travel throughout the state to assist in the coordination of Recovery programs with local governments, state and federal agencies, volunteer groups, businesses, and industry. Represent the state or the Division in workshops, working groups, conferences, and other endeavors, and speak on the State’s Recovery program.
  • Oversee the Recovery Operations during State activation.
  • May be deployed to monitor threatening conditions or actual emergency situations to assess needs and coordinate the State’s recovery with local and federal agencies.
  • Directly supervise TDEM’s Recovery Operations team responsible for Public Assistance, Individual Assistance, Fire Management, and Small Business Administration disaster declarations.
  • Research and provide Recovery program guidance to local, state, or Division leadership.
  • Develop, review, edit, and evaluate Recovery training materials.
  • Lead in the implementation of new Recovery training programs or systems.
  • Assist in planning, goal setting, developing, and identifying programs to meet future Recovery training needs.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Ability to travel (30%).
  • Face-to-face and person-to-person interactions are required.
  • Performs related work as assigned.
  • Serves as the immediate and functional substitute for the TDEM Recovery Section Chief over Recovery Grants.
  • Maintains a regular work schedule and works extended hours when needed.
  • Ability to work in an Emergency Operations Center for extended hours and days.
