Overview
General Description: This position serves as a member of the Texas Veterans Commission team responsible for assuring compliance of all grants awarded by the Commission. Provides expertise and guidance in fiscal compliance reviews, grant monitoring activities, and accounting-related functional duties. Work involves coordinating, reviewing, evaluating, and reporting of grantee compliance with requirements, policies, and regulations. Position serves as the agency interpreter of federal and state grant management policies and regulations.
Telework: TVC maintains a telework policy. Telework is decided by the division and contingent on performance. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice.

Essential Duties and ResponsibilitiesParticipate in a comprehensive grant compliance program to include desk reviews, technical assistance, and on-site monitoring visits.
- Examine and analyze grantee reimbursement and client eligibility records for reliability, adequacy, accuracy, and compliance with grant regulations.
- Prepare reports of findings, outline discrepancies, and recommend corrective actions.
- Provide technical assistance regarding grant and contract administration, policies, and procedures.
- Prepare compliance reports for both internal and external use.
- Understand and interpret federal and state grant management policies and regulations as they apply to units of local government and non-profit organizations.
- Review submitted grant applications to determine eligibility based on regulations, program policies, and established criteria.
- Evaluate and assess financial stability of non-profit organizations.
- Perform research in the System of Award Management (SAM), Guide Star, IRS Tax Exemption Search, and Federal Audit Clearinghouse websites.
- Work hours other than 8 a.m. to 5 p.m. may be required as needed.
- Perform other work-related tasks as assigned.

Minimum Education: Bachelor’s degree from an accredited institute of higher education or the experience required when substituting for education on a year-by-year basis. One (1) year of experience may be substituted for one (1) year of education, for up to four (4) years. College transcripts are required and must be provided before an interview can be extended; it is preferred they be attached to the application.
Minimum Experience: Two (2) years of experience in financial roles, grant management, business administration, public administration, or project management.
Additional Requirements: A valid Texas Driver’s License must be provided within 90 days of hire.
Preferred
Experience and Qualifications:
- Grant Management Certification.
- Experience in Code of Federal Regulations (2 CFR Part 200).
- Experience conducting desk reviews, audits, or on-site monitoring visits.
- Experience with an electronic grant management system.
- Experience working for a federal or state agency or non-profit organization.
- Honorably discharged veteran.
Knowledge, Skills and Abilities:
- Knowledge of laws and regulations pertaining to grant administration.
- Knowledge of accounting concepts, financial reporting, and internal control systems.
- Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.
- Knowledge of Adobe Pro – creating, editing, merging PDF files.
- Skill in grant preparation, monitoring, evaluation, and report writing and in the use of a computer with applicable software.
- Ability to perform financial reconciliations.
- Ability to interpret guidelines, policies, procedures, and regulations.
