Child Support Officers (CSOs) for the Special Collections Unit perform child support enforcement actions to collect arrears through special collections programs. Work involves assessing cases, enforcing court orders for child support and/or responding to customer inquiries. Prepares and processes legal documents and monitors case progress. Negotiates lump sum collections with obligors and/or obligors’ attorneys. Promotes the emotional involvement of both parents in their children’s lives;

and collaborates with state agencies and community organizations to serve Texas families. CSOs gain valuable investigative and legal experience and are part of a collegial team dedicated to supporting Texas children and families.

Responsibilities
  • Perform child support enforcement actions to collect arrears through special collections programs.
  • Assess cases, enforce court orders for child support, and respond to customer inquiries.
  • Prepare and process legal documents and monitor case progress.
  • Negotiate lump sum collections with obligors and/or attorneys.
  • Promote the emotional involvement of both parents and collaborate with state agencies and community organizations.
  • Conduct detailed in‑office investigations to locate, identify, and legally attach financial holdings and other identified assets.
  • Research case information using the Children Are My Priority system (ChAMP).
  • Maintain current knowledge of child support policies, Texas Family Law, federal regulations, and other states’ IV‑D regulations.
  • Conduct inquiries to verify personal demographic information.
  • Communicate and correspond directly with insurance adjustors, financial institutions, and retirement account plan administrators.
  • Assess child support cases to determine appropriate case action.
  • Monitor cases and initiate communication with customers to begin negotiations for lump‑sum payments.
  • Respond to routine to moderately complex inquiries regarding child support case status, attachment process and procedures, laws and regulations, and other issues.
  • Assist with customer dispute claims and respond to routine financial inquiries.
  • Assess the validity of complaints against the IV‑D program with impartiality.
  • Document all actions taken.
  • May serve as Notary Public.
  • Review and maintain child support virtual files for accuracy in the Enterprise Content Management (ECM) repository.
  • Perform related work as assigned.
  • Attend work regularly in compliance with the agreed‑upon work schedule.
  • Ensure security and confidentiality of sensitive and/or protected information.
  • Comply with all agency policies and procedures, including those pertaining to ethics and integrity.
Qualifications
  • Education:

    Graduation from high school or equivalent.
  • Education:

    Bachelor’s degree from an accredited college or university; experience in full‑time Child Support Program, credit collections, investigations, legal assistant, legal secretary, customer service, or IV‑A eligibility specialist may be substituted on a year‑for‑year basis.
  • Skill in interviewing and negotiating.
  • Skill in using a personal computer for word‑processing and data entry/retrieval.
  • Skill in basic mathematical computations.
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines.
