Overview
Money Follows the Person Outreach Specialist (PSVI) – Program Specialist VI at Texas Health and Human Services Commission (HHSC). The role supports the Money Follows the Person Demonstration (MFPD) within the Medicaid and CHIP Services (MCS) Office of Policy. The program rebalances long-term services and supports (LTSS) by helping transition individuals from institutions to community living with supports to promote independence.

ResponsibilitiesThe Program Specialist VI supports the MFPD Program Director in administering the state’s MFPD program. The position works independently and as part of the team and oversees contracts and monitors program budgets and performance. Key duties may include:
- Leading complex projects that further the mission of MFPD.
- Representing Texas’ MFPD program at state and national levels; interacting with other state directors and federal officials.
- Providing technical assistance to grant recipients to improve program activities and services.
- Conducting outreach to public housing authorities to secure set-asides of housing units/vouchers for people participating in MFPD.
- Developing MFPD marketing materials.
- Collaborating with managed care organizations to conduct outreach to nursing facilities on MFPD.
- Conducting training for nursing facilities.
- Conducting research and analysis of state and federal Medicaid, and other policies affecting older adults, people with disabilities, and individuals with related conditions.
- Providing input on planning and implementation of programs and LTSS policies related to the MFPD.
This position will be involved in developing and implementing public policy to positively impact current and future Medicaid members, with emphasis on access to community life. The ideal candidate has strong communication, organizational, and written communication skills in formal and informal contexts. The position is not supervisory but may train, lead, and prioritize the work of others. The selected applicant will work closely with the MFPD Program Director, MFPD Assistant Director, project stakeholders, and other agency partners.
There is substantial exposure to other healthcare programs and services, and collaboration with internal and external stakeholders is essential.
Initial Selection Criteria
Required
- Graduation from an accredited four-year college or university with a degree in public policy, public health, sociology, social work or related health and human services field.
- Two years of full-time work experience in the health and human services, government, or related field.
- Experience and education may be substituted for one another on a year-for-year basis.
Preferred
- Master’s Degree (in addition to the four-year degree as specified in the Required Initial Selection Criteria).
- Four years of full-time work experience in the health and human services or related field.
- Experience with complex projects involving multiple parties.
- Experience with grants, contracts or requisition processes.
- Experience with budgeting and expenditure reporting processes.
Knowledge, Skills, and Abilities
- Federal grant administration and contract management principles and methods, especially in the public sector.
- Public housing authority programs.
Skills
- Adapting to and implementing creative and workable solutions to complex problems.
- Synthesizing complicated and technical information and translating it into understandable documents and/or presentations in a leadership role.
- Outreach and marketing.
Ability To
- Exercise sound judgment with limited data and work independently with limited direction.
- Work cooperatively and effectively in a team environment.
