The Associate VP, State Affairs represents the organization's position on legislation and/or regulatory affairs to elected representatives and their staff, as well as to officials and staff in regulatory and other agencies. The Associate VP, State Affairs requires an in-depth understanding of how organization capabilities interrelate across segments and/or enterprise-wide.
Responsibilities- Advocate for Humana and its business’ interests at the state and local levels.
- In partner with State Affairs leadership, develop and oversee Humana’s state government affairs engagement in 25 states including advocacy, lobbying, political contributions, and relationship-building activities with state legislators, regulators agencies, coalitions, stakeholders, and trade groups.
- Advise senior leadership on policy developments, emerging legislation, and regulatory trends that may impact Humana’s operations and strategic goals. Provide regular updates and actionable recommendations to the executive team.
- Represent Humana at state hearings, policy briefings, and meetings with public officials and industry groups.
- Build and maintain effective relationships with policymakers, regulatory officials, trade associations, and other external stakeholders.
- Partner with the State Affairs policy team on policy positions development, legislative/regulatory analysis, and advocacy materials to support organizational priorities.
- Collaborate with business leaders and corporate functions including law, compliance, communications, operations, and federal affairs to ensure coordinated and effective public policy engagement at state level.
- Manage and mentor a team of state affairs professionals covering 25 states, setting clear objectives and fostering professional growth.
Required Qualifications
- Bachelor's Degree in Political Science, Public Policy, Law, or a related field
- Minimum of 12 years’ experience in state government relations, state public policy, or state legislative affairs, with demonstrated success in state advocacy and relationship management across multiple jurisdictions.
- Experience in state health care advocacy and policy especially related to health insurance, primary care, pharmacy, and Medicaid/government pay programs.
- Minimum 6 years’ experience in directly managing and developing state government affairs professional.
- Proven relationships with state and local policymakers, legislators, and agency representatives.
- Deep understanding of state legislative and regulatory processes.
- Exceptional written and verbal communication skills, including experience presenting to senior executives and external stakeholders.
- Proven leadership abilities, with experience managing teams and complex projects.
- Strong analytical, strategic thinking, and problem-solving skills.
- Ability to work collaboratively and cross-functionally in a fast-paced, dynamic environment.
- Commitment to ethical conduct and compliance with all federal lobbying and reporting requirements.
- Master’s in business, public policy, health economics or health care administration.
- Strong preference of 10 or more years of professional experience in regional advocacy and advocacy management roles.
- Extensive experience in state government healthcare program procurement.
While this is a remote position, occasional travel to Humana's offices for training or meetings may be required.
Compensation$203,300 - $279,500 per year. This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
