HERE’S WHAT YOU’LL BE DOING- Conduct revenue estimation, legislative and financial analysis, develop financial reports and procedures, and support financial systems and controls for the Texas Commission on Environmental Quality (TCEQ).
- Perform interfacing of daily electronic data files and monthly billing files to the revenue accounting system.
- Develop reports related to the revenue accounting system. Participate in making changes to the revenue accounting system or revenue related processes.
- Participate in revenue estimation and legislative analysis and implementation. Work with the OAS revenue team and TCEQ program areas; make recommendations to leadership; review and/or lead the development of proposed rules and legislation; prepare detailed analyses of fiscal impact; and develop legislative implementation plans and track progress.
- Perform financial, systems, regulatory, and other data gathering, analysis, and/or reporting on agency data, projects, and programs, to produce metrics and efficiency assessments and implement continuous improvements.
- Review proposed legislation. Prepare fiscal impact analysis of proposed regulations, including the impact on state and local government, the regulated community, and the public. Assist in the implementation of approved legislation.
- Participate in other projects as assigned, including serving as OAS’ legislative representative, and coordinate rules analysis and development for division‑lead assignments.
- Experience working with revenue accounting systems or BASIS2 Accounts Receivable System.
- Experience ensuring compliance with regulations and laws related to revenue.
A bachelor's degree from an accredited college or university with a major in accounting, finance, economics, business, public administration, or a related field, plus five years of full‑time experience in lending, credit analysis, financial analysis, budget analysis, or financial regulatory work. Completion of an internship in the areas listed may substitute for six months of the required experience.
OR
Certification as a public accountant (CPA) plus four years of full‑time experience in lending, credit analysis, financial analysis, or financial regulatory work.
*** Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
