General DescriptionThe Manager of Budget and Accounting directs budgeting and fiscal oversight work within the State Auditor’s Office, including managing the staff and functions of the Business Services Department. The role provides direct supervision of professional staff responsible for accounting, budgeting, and financial operations, including assigning work, evaluating performance, and supporting employee development in accordance with agency policies.
The position oversees budget development, tracks appropriations, manages agency spending against legislative limits, and ensures fiscal responsibility. The Manager of Budget and Accounting collaborates with agency leadership to deliver clear, reliable, and timely fiscal and operational information to inform program planning and implementation, resource allocation, and workforce management in alignment with the agency’s strategic objectives.
Work LocationThis position is primarily in‑office, with limited telecommuting days available based on team and agency needs. Regular on‑site attendance is considered an essential function of this position.
Examples of Work Performed- Directs agency‑wide financial operations to support agency programs and ensure compliance with state, federal, and agency fiscal requirements.
- Provides strategic financial leadership to support effective planning and maximize the use of appropriated funds.
- Oversees agency budget development, analysis, and administration, including monitoring revenues, expenditures, encumbrances, and unexpended balances.
- Ensures the integrity of financial operations through the implementation and monitoring of internal controls, fiscal policies, and procedures.
- Approves agency budget transactions, including allocations, transfers, and adjustments.
- Develops and maintains the agency’s chart of accounts and oversees financial business processes and reporting structures.
- Directs agency Business Services staff, including planning and evaluating work to ensure effective and efficient financial operations.
- Performs related work as assigned.
- Graduation from an accredited four‑year college or university with major coursework in accounting, finance, or a related field.
- A minimum of five years of experience in accounting or financial operations is required.
- Related graduate‑level education may be substituted for work experience on a year‑for‑year basis.
- Certified Public Accountant (CPA) license preferred.
- Generally accepted accounting principles and procedures.
- Governmental accounting and budgetary procedures and processes.
- Legislative appropriations requests and operating budget processes.
- Financial administration and budget control methods.
- Statewide budget and financial systems including Centralized Accounting and Payroll/Personnel System (CAPPS), purchasing, travel, accounts payable, accounts receivable, and fixed asset systems.
- Laws, policies, and regulations governing fiscal operations and automated accounting systems.
- Organizing and prioritizing work to support efficient and effective operations.
- Identifying, analyzing, and resolving complex issues through sound judgment and practical, innovative approaches.
- Collaborating effectively with staff and management at all levels.
- Presenting clear, concise, and actionable fiscal and operational information to executive leadership.
- Prepare clear, concise, and accurate financial reports and schedules.
- Accurately analyze, interpret and present financial data.
- Interpret laws and regulations.
- Supervise and develop professional staff performing financial reporting work.
- Establish and maintain professional relationships with executives, legislators, and other stakeholders.
