General DescriptionPerforms advanced budget preparation and analysis. Prepares and maintains the annual operating budget, reviews budget requests, and prepares the biennial legislative appropriation request. Works independently under minimal supervision.
Essential Job Functions- Performs analysis and examines trends of budget usage at the program/department level.
- Prepares department‑level budgetary and management reports and financial statements.
- Reviews financial and operating budget reports for accuracy and identifies areas for more appropriate use of funds.
- Provides technical assistance to staff related to budget and financial matters.
- Assists in the listing of budgeted positions for each department and monthly salary expenditure analysis.
- Assists in the preparation of major portions of the biennial legislative appropriation requests and operating budgets.
- Prepares quarterly and annual performance measures for review and reporting requirements.
- Assists in developing instructions on budget and funding policies, procedures, and methods.
- May train other budget officers on policies and procedures.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures.
- Maintains required certifications and licenses and meets continuing education requirements, including mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Minimum Qualifications
- Graduation from an accredited four‑year college or university with a bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
- Seven years of experience in financial management, bookkeeping, or budget preparation and analysis.
- Three years of budget experience at the state agency level.
- Relevant education and experience can be substituted for each other on a year‑for‑year basis.
- Experience with MS Excel, including pivot tables, macros, and complex functions.
- Experience leading team projects and working cooperatively in a team environment.
- Experience with the Automated Budget Evaluation System of Texas (ABEST).
- Experience with USAS, USPS, CAPPS HR, CAPPS Financials, and other automated accounting systems.
- Experience with state and federal laws relevant to budget.
- Seven or more years of experience in budget preparation and maintenance, financial analysis, review of expenditures, federal funds, and financial reporting.
- Three or more years of experience preparing quarterly and annual performance measures.
- Three or more years of experience developing and preparing Legislative Appropriation Request and Operating Budget submitted to oversight agencies.
- Knowledge of local, state, and federal laws and regulations relevant to the Budget Division.
- Knowledge of public administration principles and practices.
- Knowledge of USPS, ABEST, USAS, CAPPS HR, CAPPS Financials, and accounting systems.
- Knowledge of State of Texas budget reporting requirements, budget requests, and accounting principles.
- Skills in Microsoft Office:
Word, Excel, Access. - Internet, email, word processing, spreadsheet, presentation, and database software skills.
- Ability to identify errors and recommend corrective actions.
- Ability to protect critical infrastructure security or integrity.
- Ability to meet agency in‑office requirements.
