TWDB - 26-36: CFO-to-Go Administrator (Financial Examiner III) – Texas Water Development Board
Job SummaryPerforms moderately complex (journey-level) financial examination and consultative services. The role oversees the Chief Financial Officer (CFO) to Go program, reviews and evaluates consultative services and technical assistance provided by certified public accounting firms, conducts financial examinations, analysis, compliance monitoring, and related data research and reporting.
Essential Job Functions- Oversee CPA firms' auditing records to verify assets, liabilities, trends, and transactions for solvency and compliance.
- Assist with soliciting and evaluating bids, select vendors, prepare work orders, and manage program budget.
- Develop and maintain an inventory of entities that are potentially eligible to participate in the CFO-to-Go program.
- Make recommendations to agency leadership regarding candidates for the program.
- Communicate program objectives and benefits to potential participants.
- Oversee the development of action plans to complete program assessment.
- Coordinate the work of contracted certified public accounting firms to conduct financial examinations of organizations.
- Communicate observations, recommendations, and proposed remediation strategies to program participants and agency leadership.
- Identify areas of progress, improvement, or concern, make recommendations, and assist in resolving problems.
- Review reports of financial examinations by entities participating in the CFO-to-Go program.
- Speak to TWDB groups, management, and professional groups to coordinate, improve, and stimulate interest in the program.
- Secure support for the CFO-to-Go program.
- Consult with borrowers in the TWDB portfolio involved in the CFO-to-Go program to resolve problems, identify training needs, and discuss program effectiveness.
- Develop CFO-to-Go program policies, procedures, standards, manuals, and plan program activities in accordance with program objectives and goals.
- Conduct financial examinations, analysis, compliance monitoring, and related data research and reporting.
- Conduct financial compliance and stability reviews of TWDB bondholder municipalities to identify material noncompliance or default risk.
- Evaluate noncompliance and default risk, implementing corrective actions and strategies for intervention and monitoring.
- Examine borrowers’ records, transactions, assets, and liabilities.
- Analyze financial trends to assess financial condition.
- Review borrowers' ordinances, bond covenants, loan agreements, and grant contracts to determine compliance with TWDB requirements.
- Plan and coordinate remediation efforts of troubled organizations and determine regulatory compliance relative to business operations.
- Prepare and submit reports of financial examinations that include evaluations, templates, policy guidance, and recommendations for regulatory or judicial actions.
- Coordinate with other divisions within the agency.
- Coordinate CPA firm recommendations from the CFO-To-Go program with Financial Compliance for review and approval.
- May assist in the development of financial reports specific to the state revolving funds.
- May review and revise agency policies.
- Maintain confidential and sensitive information.
- Ensure individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintain required certifications and licenses and meet the continuing education needs and requirements of the position, including attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Perform other duties as assigned.
Minimum Qualifications
- Graduation from an accredited four‑year college or university with a bachelor's degree in Accounting, Finance, Public Administration, Economics, Data Science, or a related field.
- Three years of relevant work experience in financial monitoring, examination, accounting, or auditing work.
- Relevant education and experience can be substituted for each other on a year‑for‑year basis.
