Position: Consulting Director, Regulatory Analyst (Utilities/Power/Renewables)

Consulting Director, Planner Regulatory Specialist

Join ERM to apply for the Consulting Director, Planner Regulatory Specialist role. As part of the continued growth and innovation of our Capital Project Delivery service, this position is tailored for an experienced biologist/regulatory specialist who can drive environmental permitting efforts for large-scale capital projects in California.

The role will help us sell and deliver world‑class services while advancing our reputation for supporting the development of complex projects. After the first year, successful performance may lead to ERM’s path to partnership and further growth opportunities in account management and people leadership.

RESPONSIBILITIES
  • Serve as Expert Biologist/Regulatory Specialist for environmental impact assessment under CEQA‑ and NEPA‑related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects).
  • Oversee the preparation of technical studies and impact assessment documents across resource areas, including Environmental Impact Reports, Mitigated Negative Declarations, program management, and QA/QC.
  • Lead programs to develop permit strategies, specify best management practices, and oversee the preparation of permit applications and negotiations with state and federal agencies.
  • Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects, focusing on U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Board.
  • Serve as a dynamic contributor to a select group of existing account teams, diversifying ERM’s services and shaping client engagement strategies.
  • Participate in the growth and development of a high‑performance team, oversee project work of staff consultants, and mentor staff to achieve full potential.
  • Work in a collaborative, cross‑functional team environment to build ERM’s global business and lead client and practice teams.
  • Maintain business health, safety performance, financial targets, project budgets, client satisfaction, and contractual risk management.
REQUIREMENTS
  • BS in biology, environmental science, or related field.
  • 8+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California.
  • Business acumen to understand business risks and opportunities for enterprise‑wide solutions.
  • Track record of delivering multi‑million‑dollar environmental programs or winning large, strategic projects.
  • Established relationships with California utility companies (PG&E, SCE, Sempra) to leverage existing contract agreements.
  • Drive to cultivate new client relationships in collaboration with account teams.
  • Strong grasp of the key impact assessment and management issues in the California electric/gas transmission and generation market.
  • Experience overseeing CEQA and NEPA document development, including California Public Utilities Commission General Order 131‑E.
  • Recognized technical expertise and reputation in the market, including positive regulatory relationships.
  • Strong people‑leadership skills and passion for developing a team of direct and indirect reports.
  • Positive outlook, collaborative, and driven by ERM’s global success.
PREFERRED REQUIREMENTS
  • MS in biology, environmental science, or related field.
  • 15+ years of consulting experience with the electric/gas transmission and generation markets in California.
COMPENSATION & BENEFITS

Annual base pay range: $138,383 – $198,146 (USD). Compensation may vary based on education, experience, performance, geography, and job requirements. Bonus eligibility is not available for casual or fixed‑term/flex‑force employees.

Benefits include paid time off, medical/dental/vision insurance, 401(k), and additional benefits for eligible employees. Casual staff with less than 20 hours/week are not eligible for benefits.
