Job Description

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a technical Team Lead for the Reporting & Monitoring (R&M) team within the Oil & Gas Injection Permits unit. The R&M team reviews mechanical integrity test (MIT) reports (Form H-5), injection well monitoring reports (Form H-10), injection well completion reports (Forms W-2/G-1) and enhanced oil recovery (EOR) tax incentive forms.

Major responsibilities include reviewing staff work product and injection well reports to ensure they comply with Commission rules and procedures to protect natural resources, and ensuring that reports are reviewed timely. The Team Lead should be familiar with oil and gas engineering and geologic techniques and Commission rules. The Team Lead will be responsible for training others and will work under limited supervision with considerable latitude for the use of initiative and independent judgment.

Job Functions
  • Review completion of injection wells, geology for natural resource protection, and other data and forms for consistency with Commission procedures.
  • Plans and coordinates programs, activities, studies, and projects for technical review of injection well permits.
  • Ensures adequate workflow of technical reviews and organizes statistics.
  • Collects, validates, and analyzes data relating to injection well activities.
  • Prepares plans, specifications, estimates, reports, and related documents for compliance with laws and standards; and makes recommendations for improvements.
  • Inspects the work of Staff and applicants for compliance with Commission rules and procedures.
  • Prepares correspondence and technical reports.
  • Performs engineering or environmental assessments, modeling, and monitoring.
  • Develops technical guidance on the evaluation of data, coordination of research, analysis of issues, and preparation of reports and recommendations.
  • Assists with evaluating data and conducting research to analyze environmental issues.
  • Coordinates work projects as needed.
  • Trains other staff as needed.
  • Performs related tasks as assigned.

Qualifications

Minimum Qualifications
  • Graduation from an accredited four‑year college or university with a B.S. in Engineering, Geoscience, or a closely related field.
  • Four (4) years of experience in engineering and/or geological work.
  • Twelve (12) months experience reviewing the work product of others.
  • Valid Texas Driver’s license and a good driving record.
  • Experience and education may be substituted on a year‑for‑year basis.
Preferred Qualifications
  • Experience in upstream oilfield operations.
  • Experience in injection well completion and operations.
  • Knowledge of the Railroad Commission's rules, policies, and procedures.
  • Experience processing Mechanical Integrity Tests (Form H-5) and completions (Forms W-2 and G-1).
