The Regulatory Analyst role reports to the Regulatory Manager, performs and oversees planning, permitting, reporting, record keeping, and various filing requirements with multiple agencies to ensure operational compliance with rules and regulations associated with the company’s Barnett Shale Asset. This person is expected to collaborate and provide guidance across multiple departments within a growing organization.

Responsibilities:
  • Prepares, submits, tracks, and provides applicable notices to all required permits for Railroad Commission of Texas, BLM, GLO, Cities, and any other governing agency to ensure all aspects of compliance from planning to plugging
  • Prepares, submits, and provides applicable notices to the FAA
  • Prepares, submits, and tracks all filings related to H-15 Inactive Wells
  • Prepares, submits, and tracks all filings related to H-5 MIT testing and H-10 Annual Injection reporting
  • Performs comprehensive research, analyzes, and submittals of H-9 forms and associated filings with all state and federal agencies to ensure compliance with H2S regulations
  • Prepares, submits, and tracks approvals of P-17/P-17A Surface Commingling Permits
  • Prepares, submits, and tracks approvals of W-3 Final Plugging Reports
  • Coordinates, collaborates, and compiles necessary data from engineers, landmen, operations and various other teams to prepare and submit various compliance related documents to all governing agencies
  • Maintain compliance with local, state, and federal rules and regulations to ensure all relevant deadlines and compliance tasks are met
  • Organize and maintain technical files related to the permitting functions of the Regulatory team
  • Develop and update internal systems for regulatory deadlines and record keeping
  • Stays apprised of local, state, and federal agency policies and rules and regulations
  • Engages in regulatory discussions with Regulatory Manger and various asset teams
  • Provides weekly regulatory updates to Regulatory Manager
  • Ensures timely submittal of annual reporting requirements
  • Partners with HSE and Environmental teams on various compliance related tasks
  • Perform other compliance related tasks as needed
  • Assist on special projects as needed
  • Meticulous with strong research and analytical skills
  • Strong understanding of field operations
  • Ability to read, interpret and apply rules and regulations to ensure compliance is achieved

Required Qualifications:
  • 3
    -8 years’ recent experience in regulatory permitting and compliance in the oil and gas industry, Barnett Shale and City Permitting is required, similar experience may be considered
  • Strong working knowledge of oil and gas governmental regulations
  • Familiar with GIS and Google Earth
  • Proficient computer skills including proficiency in Microsoft Office products
  • Flexibility to work beyond core hours to complete projects
  • Trustworthy and dependable
Preferred Qualifications:
  • Intermediate knowledge and understanding of H2S compliance
  • Intermediate knowledge and understanding of oil and gas drilling, completions, and production operations
  • Knowledge and understanding of production reporting
  • Basic knowledge of acquisitions, divestitures, and mergers
Physical Requirements (with or without reasonable accommodation)
  • This position is primarily sedentary, with regular requirements to communicate verbally and listen. The employee will frequently need to stand, walk, handle objects with their hands, and reach with their arms.
  • Close visual acuity is required to view a computer screen, read, transcribe, and analyze data.
  • Occasional lifting of up to 25 pounds may be necessary.
