Planning Local Business Line Leader (Texas Markets)
WSP USA, Inc. (WSP) is looking for a Vice President in Transportation or Environmental Planning for our Texas offices. This position is an immediate opening for a motivated, highly skilled, and experienced transportation or environmental planner with a focus in the transportation industry. The role will organize, plan, and grow our Advisory & Planning services in Texas, serve as a client advisor, staff manager, pursuit and project manager on projects and programs, and work closely with planning, environmental, civil, and transit/rail staff across WSP to research, analyze, document, and present information related to various types of transportation projects.
Responsibilities- Provide proactive and strategic leadership for the planning discipline and function, offering direction, expertise, and support to ensure project deliverables are successfully achieved.
- Manage multi‑disciplinary project teams in all phases of the execution and delivery of siting, impact assessment, approval and permitting for assigned business sector projects, as well as transportation planning and management projects.
- Lead large‑scale and complex transportation planning projects, ensuring contributors understand requirements and deadlines, preparing and overseeing project budgets, monitoring external events, tracking hours and expenses, ensuring profitability, and supervising subcontractors, contract work, and employees.
- Utilize topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas and assess impacts.
- Ensure compliance with applicable Federal, State, and Local Agency laws, policies, and regulatory requirements.
- Support long‑term strategy, growth, and pipeline development of Transportation Planning work for WSP, identifying opportunities across disciplines.
- Lead technical aspects of contract negotiation, presentations, and meetings.
- Assist in the preparation of annual updates to business tactical action plans.
- Develop and improve planning discipline certifications, accreditations, and value proposition.
- Conduct needs analyses and client value surveys to align the planning discipline’s function with business and project strategy.
- Schedule planning discipline meetings and provide updates and recommendations to ensure discipline expertise and innovation are incorporated into project work.
- Serve as a lead representative/liaison to external entities including Federal, State, and Local Agencies, Clients, Subcontractors, industry groups, and government and community entities.
- Develop and inform proposal and project scopes, timelines, pricing, and budgetary metrics.
- Interpret and summarize data, including reports and documents, to provide sound planning and regulatory conclusions.
- Maintain and grow a client base, identifying additional business development opportunities and cross‑selling other WSP capabilities.
- Provide performance guidance and leadership to assigned staff.
- Remain current in the latest transportation planning subjects, practices, regulations, and techniques.
- Collaborate with professionals from various disciplines to provide “trusted advisor” service and future‑ready solutions for clients.
- Exercise responsible and ethical decision‑making regarding company funds, resources, and conduct, in adherence to WSP’s Code of Conduct and related policies.
- Perform additional responsibilities as required by business needs.
- Minimum of 12 years of progressively responsible experience in transportation planning, environmental planning, or policy work.
- Experience leading projects similar to those described, overseeing work of others and managing staff.
- Bachelor’s degree in Transportation Planning, Urban Planning, Environmental Planning, Civil Engineering, Public Policy, or related field.
- Ability to develop business and technical strategy with others and manage high‑quality technical and professional deliverables on projects and proposals.
- Experience with TxDOT, Texas transit agencies, local municipalities, MPOs, and/or Texas regulatory agencies.
