Deputy Project Manager-Alternative Delivery Division

Texas Department of Transportation

Join the Alternative Delivery Division to coordinate program and project management activities for the Alternative Delivery Program (ADP). The role reports to the Center of Excellence Section Director and manages work of professional and technical staff, coordinating planning, design, construction, maintenance, and operations with internal and external stakeholders. This position requires self‑supervision and direct accountability for the work product.

Essential Duties
  • Audit and ensure quality control processes of projects for the division and ADP.
  • Develop and interpret contract requirements and specifications for Alternative Delivery projects.
  • Recommend and interpret policies and procedures regarding projects or program activities.
  • Prepare sensitive and high‑level correspondence and technical reports.
  • Respond promptly to project issues, conflicts, RFIs, and other documents submitted by developers.
  • Plan, coordinate, execute, and support in‑person, hybrid, and virtual meetings, training events, and conferences.
  • Manage program‑level procedures, training, and resources; coordinate with subject‑matter experts to maintain relevance with program requirements.
  • Support division's strategic communication efforts.
  • Perform other job responsibilities as assigned.
Minimum Qualifications
  • Education
    :
    Bachelor’s Degree in Engineering, Construction Science, or related discipline. Relevant work experience may substitute for a degree on a year‑per‑year basis.
  • Experience
    : 4 years in transportation project development (full‑time or prorated part‑time). Related graduate‑level education may substitute for experience on a year‑per‑year basis.
  • Licenses and Certifications
    :
    Valid driver’s license; position requires driving a state vehicle.
Competencies
  • Extensive knowledge of government programs and operations affecting highway and ADP development.
  • Considerable knowledge of contract development and management policies, agreements, and related transportation engineering, contracting/procurement requirements.
  • Expert skill in directing and establishing objectives; clarifying roles and responsibilities; evaluating results and making necessary adjustments.
  • Expert skill in communicating complex ideas and information clearly, concisely, and effectively.
  • Expert skill in maintaining effective working relationships.
  • Other attributes: logic and reasoning to define problems, establish facts, draw valid conclusions; collaborate and cooperate with others and build effective working relationships.
Physical Requirements and Working Conditions
  • Sedentary work: lift up to 10 lbs occasionally.
  • Repetitive motion: substantial movements of wrists, hands, and fingers.
  • Close visual acuity: work includes data/figures; view computer screen; extensive reading.
