Flood Protection Planning Grant Manager (Manager V)

General Description – The ideal candidate will have experience in hydrologic/hydraulic modeling, flood risk reduction project planning, and grant management. They will oversee contractor performance, ensure compliance with program requirements, and manage contracts and budgets.
Essential Job Functions- Manage the FPPG Department and lead a team coordinating FIF category 1 (CAT
1) and Flood Management Evaluation (FME) grant applications. - Provide leadership and oversee the entire grant workflow, including application reviews, contract development, and project tracking.
- Maintain TWDB’s projects database (TxWise) and update all FIF CAT 1 and FME project information.
- Develop and update documents and processes for successful grant administration and closeout.
- Review applications, advise applicants on requirements, and ensure compliance with funding rules.
- Apply changes to laws, regulations, guidelines, and policies as needed.
- Prepare engineering information for Board funding requests and make feasibility recommendations.
- Coordinate with federal and state agencies on projects and programs.
- Perform technical reviews of engineering documents to ensure compliance.
- Monitor project schedules, budgets, and costs for potential issues.
- Act as project manager, reviewing eligibility, approving payments, and conducting on‑site observations.
- Assist owners with problem resolution and ensure project completion per contract documents.
- Manage project decks, recommend actions to reduce delays, and document major actions.
- Lead communication with FIF CAT 1 and FME applicants.
- Provide technical guidance and supervision to agency staff.
- Monitor and report department activities, authorize hiring, separations, disciplinary actions, and performance rewards.
- Assign tasks, conduct performance evaluations, and monitor goal attainment.
- Recommend and lead departmental improvements.
- Develop tracking materials and schedules to meet deadlines.
- Support legislative, agency, public, media, and information requests.
- Participate in career development planning and training opportunities.
- Oversee staff development and approve training.
- Provide quality customer service to stakeholders.
- Maintain confidential information and records in compliance with agency procedures.
- Maintain required certifications and licenses and meet continuing education requirements.
- May require personal or state vehicle for business purposes.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Planning, Water Resources/Civil/Environmental Engineering, or related field.
- Seven years of professional experience in flood risk reduction, flood modeling, or related work.
- Three years of progressive project/program management and staff supervision.
- Licensed as a Professional Engineer in Texas (or licensed elsewhere and able to obtain a Texas PE within 6 months, or Engineer in Training in Texas).
- Relevant education can substitute for experience on a year‑for‑year basis.
- Graduate degree in Planning, Civil/Environmental Engineering, or related field.
- Four years of progressive project/program management and staff supervision.
- Experience in contract development and management.
- Knowledge of hydrologic/hydraulic modeling and mapping of flood risk.
- Experience with floodplain regulations, federal/state programs, and permitting.
- Certified Flood Plain Manager.
- Knowledge of relevant local, state, and federal laws and regulations.
- Knowledge of public administration principles and flood‑risk projects.
- Knowledge of GIS and mapping software.
