Definition

The Lead Nursing Consultant for Education performs advanced consultative and regulatory work specialized in education for the Texas Board of Nursing. Under the direction of the Director of Nursing, oversees the daily operations of the Education team, contributes to strategic processes, and education initiatives. Demonstrates a strong commitment of a team approach through collaboration with the Lead Consultant for Practice for the Nursing Department and the agency.

Implements orientation and mentoring for education team members. Collaborates with local, state, and national stakeholders through taskforces, committees and other assignments related to nursing education initiatives. Supervises the education consultants in their daily work of interpreting the NPA, rules, and other applicable laws to the public. Prepares reports to the Board. Supervises education consultants in program regulation. Conducts survey visits;

analyzes and evaluates program proposals. Supports the development, implementation and evaluation of rules, policies, and procedures related to nursing education. Participates in education credential reviews and collaborates with Enforcement and Legal staff to provide testimony as an expert witness related to education. Serves as a role model to the consultants for education in providing other consultation services to Texas nursing programs.

Qualifications
  • a. Education and Licensure
    • Minimum of a BSN from a professional nursing program approved by the State of Texas or the State from which the school was located.
    • Graduate of an accredited college or university, having earned a doctoral degree in nursing or related field.
    • Completed graduate level nursing coursework in at least one of the following areas: education, curriculum, instruction, or teaching.
    • Unencumbered and current licensure as a registered nurse in Texas or eligible for RN licensure.
  • b. Experience
    • Broad experience in various types of professional nursing positions.
    • Minimum of seven (7) years teaching experience in an approved nursing education program, or a combined five (5) years of teaching and directing an approved nursing education program.
    • Basic experience in data collection, analysis, and reporting data outcomes in professional reports.
    • A record of professional publication at the state and national level preferred.
  • c. Knowledge, Skills, and Abilities
    • Broad knowledge of state laws relating to the practice of professional nursing, especially the Nursing Practice Act and The Rules and Regulations Relating to Nurse Education, Licensure, and Practice.
    • Knowledge of the role and functions of the Texas Board of Nursing in the regulation of nursing.
    • Comprehensive knowledge of the nursing profession and the ability to interpret the role of nursing in society effectively.
    • Knowledge of different types of nursing education programs, various accrediting bodies, and professional nursing standards.
    • Broad knowledge of current trends and issues affecting health care.
    • An appreciation of the value of research in nursing and nursing education.
    • Effective communicator with an understanding of team dynamics and supervising a team.
    • Articulate speaker; excellent written and verbal communication and delivery skills.
    • Ability to adapt adult learner taxonomy level of presentation to the target audience.
