Hays Consolidated Independent School District is seeking a Director of Construction and Planning to lead capital construction projects and collaborate with architects, engineers, and contractors to deliver innovative learning environments.

Salary Range: $107,642 – $154,901 (contingent upon experience)

Position Overview

Hays CISD is seeking a Director of Construction and Planning to coordinate and oversee all district construction and renovation projects from concept through completion. This leadership role is responsible for long-range facilities planning, land planning and development, demographic analysis, and ensuring compliance with planning, zoning, and regulatory requirements.

The Director works closely with architects, engineers, contractors, and district leadership to ensure that school facilities support instructional goals while meeting safety, budgetary, and regulatory standards.

Key Responsibilities
  • Oversee new construction, renovations, and facility improvements across the district.
  • Serve as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, and specifications.
  • Coordinate and conduct project development meetings and monitor construction progress schedules.
  • Conduct on-site inspections to ensure projects align with construction documents and district needs.
  • Work with city, county, state, and federal officials to ensure compliance with building codes, zoning ordinances, and regulatory requirements.
  • Maintain district roofing and HVAC replacement cycles and recommend facility improvements.
Planning and Design Collaboration
  • Collaborate with faculty, administrators, and community stakeholders to determine program-driven design needs.
  • Participate in architect, engineer, and contractor prequalification processes.
  • Ensure smooth transition of facilities from contractors to district operations upon completion.
Budget and Contract Management
  • Estimate costs for construction and repair projects including labor, materials, and related expenses.
  • Assist in preparing bid documents and evaluating contractor proposals.
  • Review and authorize contractor payment requests and ensure contractual obligations are met prior to final payment.
  • Ensure projects remain cost-effective and funds are managed responsibly.
Safety and Compliance
  • Maintain safety standards in accordance with federal, state, and insurance regulations.
  • Ensure district construction projects comply with applicable safety, health, and regulatory requirements.
Qualifications Experience
  • Minimum of five years of experience in construction, maintenance, or a related field.
  • Three years of supervisory experience in construction, facilities, or maintenance management.
Knowledge & Skills
  • Knowledge of project planning and construction principles.
  • Familiarity with mechanical and electrical design and installation.
  • Understanding of building codes, zoning ordinances, and inspection processes.
  • Ability to read blueprints and schematics.
  • Strong organizational, communication, and interpersonal skills.
